Position Overview: The Legal Department at San Diego Community Power is in search of an attorney to function as a Senior Legal Counsel or Principal Counsel, reporting directly to the General Counsel. This role is pivotal in providing legal guidance and insights to support the agency's operations in compliance with applicable laws at the local, state, and federal levels. Key focus areas include public procurement, contract law, energy regulations, municipal law, and employment legislation.

Key Responsibilities:

  • Deliver legal assistance for contract management processes related to finance, operations, and customer programs, which includes reviewing, assessing, negotiating, and finalizing various agreements.
  • Collaborate with external legal counsel on energy-related contracts, particularly Power Purchase Agreements, providing necessary input and guidance.
  • Advise on legal matters impacting the agency, including but not limited to the Brown Act, California Public Records Act, Conflicts of Interest, and employment law.
  • Develop and conduct legal training sessions and briefings to ensure compliance and understanding across the organization.
  • Manage responses to public records requests, ensuring thorough review and compliance with legal standards.
  • Provide counsel on customer privacy regulations, particularly concerning data protection and cybersecurity measures.
  • Offer insights on regulatory frameworks established by the California Public Utilities Commission that affect the agency's operations.
  • Support the General Counsel in advising the Board of Directors and attending public meetings as necessary.
  • Contribute to the strategic direction of the agency and assist in policy development and updates.
  • Perform additional duties as required.

Required Skills and Qualifications:

  • Strong initiative and work ethic, with the ability to thrive in a dynamic environment transitioning from start-up to established operations.
  • Exceptional legal research capabilities, with the ability to convey findings clearly to non-legal staff.
  • Ability to engage effectively with diverse stakeholders.
  • Proficient in managing uncertainty and resolving complex issues.
  • Strong attention to detail and excellent time management skills.
  • Proficient in Microsoft Office Suite and virtual collaboration tools.

Education and Experience:

Senior Legal Counsel candidates must possess:

  • A Juris Doctor (J.D.) from an accredited law school and active membership in the California State Bar.
  • A minimum of 5 years of relevant legal experience, preferably in contracting, public agency, or energy law.

Principal Counsel candidates must possess:

  • A Juris Doctor (J.D.) from an accredited law school and active membership in the California State Bar.
  • A minimum of 10 years of relevant legal experience, preferably in contracting, public agency, or energy law.

Work Environment: This position involves extended periods of sitting and working on a computer. Occasional lifting and local travel may be required. The organization prioritizes a safe and healthy workplace and adheres to public health guidelines.
