Working Hours:
40 hours per week

On-Site Requirements:
Hybrid. The consultant will be required to be on-site 2-3 days a week.

Purpose:
This consultant will deliver expertise for the Jail Information System Project.

The consultant will collaborate closely with the project manager, stakeholders from the Sheriff’s Office, and the procurement department to gather requirements, assist in information collection, and complete necessary documentation throughout the procurement lifecycle.


Key Deliverables:

  • The consultant will investigate and comprehend the scope and business objectives of the JISR project.
  • The consultant will identify essential stakeholders for the requirements elicitation process.
  • The consultant will engage with stakeholders to collect requirements for the JISR project.
  • The consultant will provide documented requirements for the Position Management function within the HR process, the Manage Seniority Ranks Badge Numbers function, and the Manage Seniority Ranks functionality.
  • The consultant will document requirements for managing Staff Demographics, Staff Assignment History, and Evaluations and Tracking functionalities.
  • The consultant will outline requirements for Manage Shifts, Record Attendance, and Absence and Leave Management functionalities.
  • The consultant will provide documented requirements for the Issue Equipment functionality.
  • The consultant will document requirements for Manage Training, Compliance, and Injury Claims and Prevention functionalities.
  • The consultant will deliver documented requirements for integration with the finance application and the Manage Budget and Expenditure module.
  • The consultant will outline requirements for generating Dashboards and Reports, as well as for generating Audit logs.
  • The consultant will collaborate with stakeholders to recommend commercial off-the-shelf solutions as necessary to meet the Sheriff’s Office requirements.
  • The consultant will work with the Sheriff’s Office and the project manager to conduct gap analysis on potential vendor solutions and document the results to assist the Sheriff’s Office in making informed decisions on viable solutions.
  • The consultant will collaborate with the procurement department to complete assigned procurement documentation.
  • The consultant will provide knowledge transfer to County resources as needed to ensure the continuation of project tasks and ongoing support for the JISR project.

Required Skills & Competencies:

  • A minimum of two years of experience as a senior business systems consultant on large-scale projects, alongside managing daily operational requests from the business.
  • Experience in the Public Safety and Justice domain as a senior business analyst.
  • Strong leadership skills to influence and guide business stakeholders.
  • In-depth knowledge of business analysis frameworks, including Agile and Waterfall methodologies.

Framework Responsibilities:

Planning and monitoring, establishing a business analysis approach, engaging stakeholders, governance of business analysis, information management, and analyzing business analysis performance improvements.

Preferred Qualifications:


  • A four-year college degree in Information Technology or seven years of relevant experience in business analysis, with at least two years in a senior business systems analyst role.
  • Business Analysis certifications such as CBAP, CBDA, CPRE, BPA, AAC.
