We are seeking a Project Operations Manager to oversee subcontractors involved in various transformation initiatives for Enterprise Intelligence and Data Solutions (EIDS).
This position will take on project management duties for both ongoing and new tasks assigned by EIDS Government Program leaders, while also providing daily program support as needed. The individual will serve as a liaison between the client and subcontractors, maintaining consistent communication with client representatives.
Success in this role is defined by the timely completion of projects and the delivery of high-quality outputs that meet the transformation goals agreed upon by the client and EIDS. These objectives focus on enhancing and modernizing Product Management, engineering, and data architecture capabilities through process optimization and other strategic initiatives. The ability to cultivate relationships with key stakeholders and navigate a network of federal contractors with potentially conflicting priorities is essential.
The ideal candidate will inspire and empower team members to achieve their respective goals and key performance indicators (KPIs), work independently, encourage collaboration with government and other stakeholders, and formulate strategic recommendations.
Key Responsibilities:- Provide comprehensive project management support for process enhancement initiatives within the organization.
- Oversee projects from initiation to completion, coordinating and facilitating meetings as necessary.
- Ensure all resources are effectively engaged in project execution and assist in managing conflicts and risks.
- Maintain project scope and schedule, tracking and reporting interdependencies between activities, projects, or programs.
- Assign subcontractors to project tasks based on their skill sets, ensuring optimal workload management.
- Proactively identify, assess, and mitigate risks throughout the project lifecycle.
- Develop project charters, work plans, and visual schedules.
- Support daily operations of assigned workstreams.
- Organize and communicate specific assignments and tasks, acting as a liaison between team members and stakeholders.
- Capture key insights, facilitate meetings, track action items, and compile inputs for mandated reporting.
- Utilize knowledge and resources to manage assigned change requests effectively.
- Facilitate communication between Government Programs, Contractors, and clients to ensure alignment with program priorities.
- Encourage effective collaboration among cross-functional teams and stakeholders.
- Leverage a deep understanding of Product Management principles and data architecture to meet current and future program needs.
- Ensure seamless communication and information sharing between Contractors and Government Programs, addressing obstacles or risks appropriately.
- Act as the primary contact for project-related inquiries and decision-making.
- Represent the client in all stakeholder interactions.
- Minimum of five years of experience in team leadership.
- Previous experience in government healthcare is preferred.
- Bachelor's degree in Business Administration, Project Management, or a related field is required.
- Demonstrated experience in program or project management roles, ideally in a dynamic environment.
- Scaled Agile Framework (SAFe) certification or relevant experience is preferred.
- Proficient in Microsoft Office applications, including Excel, PowerPoint, and Teams; familiarity with Power BI is a plus.
- U.S. citizenship and eligibility for Common Access Cards (CAC) clearance are required.
- PMP certification is advantageous.
- A Master's degree is a plus.
- Knowledge of government policies and procedures related to product management and data architecture.
- Thorough understanding of Scaled Agile Framework (SAFe) principles and practices.
- Strong verbal and written communication skills, focused on delivering business value.
- Ability to hold team members accountable and provide constructive feedback.
- Meticulous attention to detail and a commitment to accuracy and efficiency.
