Position Overview:
You will serve as the Program Manager for the Columbia Class Construction Test Assistant Program, acting as the primary expert and advisor on all aspects of the testing and integration initiatives aimed at installing, testing, and certifying submarine systems for new construction.

Key Responsibilities:
- Oversee the development of Hull, Mechanical, and Electrical (HME) and Strategic Weapon Systems (SWS) testing programs.
- Evaluate readiness by emphasizing test schedules, equipment, and personnel proficiency, while measuring HME and SWS test performance and progress.
- Compile Objective Quality Evidence (OQE) in preparation for certification.
- Collaborate with a network of stakeholders and provide regular updates to senior leadership regarding the status of the Columbia Class HME and SWS testing programs.
- Represent acquisition programs in high-level meetings as a senior authoritative figure.
- Formulate and implement comprehensive program requirements based on new or updated legislation.
- Determine necessary resources to achieve program objectives and apply technical expertise across various operational levels.

Improvement Strategies:
- Develop and implement strategies to enhance programming, budgeting, and procurement processes based on insights from key program specialists and analysts.

Requirements:
- Must be a U.S. Citizen and suitable for federal employment.
- Participation in the direct deposit pay program is mandatory.
- Successful completion of the E-Verify employment verification check is required.
- Must obtain and maintain an interim and/or final security clearance prior to starting the position.

Qualifications:
- Your resume should demonstrate at least one year of specialized experience equivalent to the NH-03 (GS-13) level in federal service or comparable experience in the private or public sector, focusing on analyzing test and integration programs (e.g., HME, SWS) to identify issues and recommend process enhancements for submarine programs.

Additional Information:
- This position is subject to the Defense Acquisition Workforce Improvement Act (DAWIA), requiring certification in the assigned Acquisition Functional Area within established timeframes.
- Travel may be required to various locations, including remote or isolated sites, and may involve extended periods on military and commercial aircraft.
