Position Overview

COOPER RESEARCH INSTITUTE

The Vice President of Research Operations and Sponsored Programs is a senior leadership role responsible for the administrative management and oversight of research initiatives within The Cooper Health System. This position also manages grant operations in partnership with the financial leadership of the organization, including comprehensive budgetary responsibilities. The leader is tasked with overseeing research payroll, ensuring that individual time and effort are allocated monthly to the appropriate grant accounts, thereby maintaining the self-sufficiency of the research department without reliance on clinical revenue.

This role acts as the authorized signatory for research agreements at Cooper, as designated by the Chief Executive Officer. Responsibilities include managing Clinical Trial Agreements, Research Study Agreements, Material Transfer Agreements, Professional Services Agreements, Subaward Agreements (both Federal and Non-Federal), Grant Award Agreements, Device Loan Agreements, Equipment Loan Agreements, Letters of Intent, Letters of Support, Work Orders/Task Orders (WO/TO), Statements of Work (SOW), Amendments, and Invoices requiring certification, along with Grant Applications. This encompasses all research-related contract negotiations and reviews, financial disclosures, conflict of interest resolutions, ethics compliance, patent filings, and intellectual property management/licensing, as well as biostatistical support. Fiscal oversight of research and programmatic service grant and contract revenues is also included.

The Vice President of Research Operations and Sponsored Programs will:

  • Review and authorize billing and payments for patient-related research charges in accordance with federal CMS regulations.
  • Serve as the institutional official for all federal and state grants, ensuring timely approval of grant submissions and compliance with federal/state agency requirements and reporting.
  • Act as a liaison with CMSRU to facilitate access to laboratory facilities and vivarium services.
  • Generate new research and programmatic service revenues through proposals and grant support activities. Review all federal grant applications and budgets.
  • Develop and manage subcontracts while providing fiscal oversight for external non-Cooper physicians involved in clinical research, ensuring compliance with Stark and anti-kickback laws.
  • Review, reconcile, and approve research-related CMS Sunshine Act Open Payments.
  • Review and approve the release of investigator-initiated clinical trials on the website.
Required Experience
  • A minimum of 10 years in senior leadership and research management roles, with extensive experience collaborating with senior leadership to optimize operations within a large, complex organization.
  • Proven success in leading complex teams, strategic partnerships, and change management initiatives; experience in organizational development and business unit innovation; a track record of attracting and retaining top talent; expertise in developing and executing high-quality business plans.
  • In-depth knowledge of research administration and financial management, including the creation of complex grant budgets.
  • Demonstrated ability to manage large teams of research and technical personnel effectively.
  • Strong project management and organizational skills, with a proven ability to drive multiple concurrent projects to successful completion.
  • Excellent quantitative, analytical, and problem-solving abilities.
  • Proven capability to work closely and effectively with a diverse range of stakeholders in a dynamic environment with shifting priorities and deadlines.
Educational Requirements
  • Doctoral degree preferred; Master's degree required.
