Job Summary

We are seeking a highly skilled and experienced Supervisory Contract Specialist to join our team at the Bureau of Reclamation. As a key member of our acquisitions and financial assistance program, you will play a critical role in ensuring the efficient and effective management of our contracts and procurement processes.

Key Responsibilities
  • Assist the Chief of Contracting in resolving problems related to contracting, including effective responsiveness with internal and external customers.
  • Act and speak on behalf of the Program Manager in developing and making recommendations for improving the efficiency, economy, and effectiveness of program accomplishment.
  • Formulate programs, budgets, and associated annual plans, and develop applicable performance indicators for measuring performance.
  • Supervise two simplified acquisition teams and the procurement analyst team, and may serve as a Contracting Officer for these teams.
  • Negotiate or approve the negotiation of the majority of the larger contracts and modifications.
  • Direct the full range of pre-award and post-award contract actions required, including the issuance of solicitations, award of contracts and modifications, negotiation of changes, cost-price analysis, exercise of options, investigation, and resolution of contractor delays, contractor performance appraisal investigation, and resolution of claims.
Requirements
  • Must be a U.S. Citizen or U.S. National.
  • Must be suitable for Federal employment, determined by a background investigation.
  • Must submit a resume and supporting documentation.
  • Must meet any minimum education and/or experience requirements.
  • Must submit transcript(s) to verify education requirements.
  • Must be willing to complete a Financial Disclosure Form and submit to a urinalysis to screen for illegal drug use prior to appointment as a condition of employment.
Qualifications

To be eligible for consideration, you must meet the following requirements:

  • Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions.
  • At least 4 years of experience in contracting or related positions, including at least 1 year of specialized experience at or equivalent to work at the GS-12 in Federal Service.
  • Experience should include leading or supervising a diverse group performing acquisitions-related work.
  • Education: A 4-year course of study leading to a bachelor's degree with a major in any field that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Additional Information

This position is designated as a NON-CRITICAL SENSITIVE National Security position. It requires a fully completed and favorably adjudicated National Security Background Investigation (T5 or T5R or T3 or T3R or equivalent - specific level depends on risk level component of position designation) that is current (within the last 5 years). This is a condition of employment.
