Job Overview:
The role entails a significant level of complexity requiring independent judgment and decision-making. The individual will operate autonomously with minimal oversight under the guidance of the Assistant Planning Director. This position is pivotal in coordinating and facilitating public hearings related to land use planning and special meetings involving the Planning & Zoning Commissions, the Board of County Commissioners, and the Hearing Examiner. The Land Use Hearing Specialist will engage extensively with various stakeholders within the Planning Department and maintain regular communication with elected officials, Planning and Zoning Commissioners, and other county departments. The work performed has a considerable impact on the Planning Department's operations and the County's public relations, necessitating the production of accurate and error-free documentation. The position is primarily office-based, often under considerable stress due to strict deadlines. While travel outside the local area is not typical, attendance at training sessions or public meetings may be required.
Key Responsibilities:
The essential functions of this role include, but are not limited to:
- Utilizing planning management software to perform job functions.
- Coordinating and attending public hearings and special meetings for the Planning Commission, Zoning Commission, Board of County Commissioners, and appointed Planning Committees.
- Documenting proceedings by taking minutes, recording actions, registering exhibits, and producing official minutes of various hearings and meetings.
- Creating legal notices for public hearings in compliance with applicable laws and ensuring timely notifications to relevant parties.
- Preparing and processing legal documents related to planning, including appeals and judicial reviews.
- Maintaining and updating land use files and databases, including digital records.
- Setting up meeting rooms for public hearings and ensuring all necessary documentation is prepared.
- Updating the department's web page with meeting agendas, minutes, and other relevant documents.
- Drafting correspondence and documents as requested by supervisors.
- Providing backup support for general inquiries and routing questions to appropriate personnel.
- Demonstrating a professional representation of the Planning Department.
Additional Duties:
The individual may also be tasked with various administrative responsibilities, including recording documents, assisting with filing maps, and composing advertisements for open positions on Planning and Zoning Commissions.
Qualifications:
A suitable combination of knowledge, skills, and abilities is required to effectively perform the essential functions of this position. A bachelor's degree in a related field or a combination of education and experience is preferred.
