Position Summary:

The role involves overseeing and evaluating grants to ensure adherence to the stipulated terms and conditions. This includes assessing programmatic compliance, approving budgets, and managing expenditures in line with the grant's objectives. Regular file management is also a key responsibility.

Work is typically reviewed upon completion, with periodic checks during the process to guarantee accuracy, timeliness, and adherence to established standards. Most tasks are guided by specific instructions or procedures, while any unusual circumstances are escalated to a supervisor.

Key Responsibilities:

  • Examine and authorize check requests, journal entries, and purchasing requisitions for correctness, compliance, available funding, and project scope.
  • Support year-end closing activities by compiling grant analyses, expenditures, and necessary audit adjustments.
  • Generate financial reports for funding agencies; assess program reports due to funding agencies; monitor expenditures and prepare journal entries for posting; upload financial and programmatic reports; review and authorize drawdown requests.
  • Evaluate new budgets, amendments, and modifications for accuracy in funding amounts; ensure compliance with grant conditions and organizational policies.
  • Engage with programs through various communication methods; participate in update meetings and address inquiries regarding costs, report deadlines, or changes in funding amounts or guidelines.
  • Assist in the evaluation of grant applications with programs in accordance with the original Request for Proposal (RFP); submit final applications to funding agencies.
  • Maintain grant files for official records.
  • Perform additional job-related duties as assigned and contribute to team objectives.

Knowledge, Skills, and Abilities:

  • Understanding of the Tohono O'odham culture, customs, and traditions.
  • Familiarity with relevant federal, state, and tribal laws, regulations, and requirements.
  • Proficiency in records management practices.
  • Awareness of departmental organization, functions, objectives, policies, and procedures.
  • Knowledge of contracts, grant writing, and administration.
  • Ability to research information, analyze issues, and identify solutions.
  • Competence in budget preparation and management.
  • Skills in project management.
  • Proficiency in various word-processing, spreadsheet, and database software applications.
  • Ability to prepare, review, and analyze operational and financial reports.
  • Commitment to providing exceptional customer service to both external and internal stakeholders.
  • Capability to interpret applicable laws, regulations, and requirements.
  • Effective verbal and written communication skills.
  • Ability to foster positive and effective working relationships with colleagues and the public.

Minimum Qualifications:

A Bachelor's Degree in Business, Finance, or a closely related field, along with two years of experience in managing governmental contracts, or an equivalent combination of training, education, and experience demonstrating the ability to fulfill the responsibilities of this position.

Licenses, Certifications, Special Requirements:

  • A criminal background check is required upon recommendation for hire, including a review of the Motor Vehicle Record.
  • Possession and maintenance of a valid driver's license may be required (no DUIs or major traffic violations within the last three years).
  • Must meet the Tohono O'odham Nation tribal employer's insurance requirements to obtain a driver's permit for operating program vehicles, if necessary.
  • Incumbents may be required to demonstrate fluency in both the Tohono O'odham Language and English based on departmental needs.
