The Regulatory Consultant plays a crucial role in supporting regulatory activities associated with deadline-driven state-regulated utility filings with public utility commissions. This position involves working in a team environment to execute regulatory strategy, perform analyses, draft testimony, draft rebuttal testimony, coordinate discovery requests, and support witnesses in preparation for hearings.
Key Responsibilities- Develop direct and rebuttal testimony for generation, grid solutions, environmental, and distribution witnesses with minimal supervision.
- Research similar filings in prior cases/filings.
- Work with assigned subject matter witnesses to develop and assemble written testimony to be filed with the applicable public utility commission.
- Influence the strategy of the organizational unit through testimony development.
- Assemble, evaluate, and incorporate project costs and financial data into the testimony.
- Assemble, evaluate, and incorporate NERC Generating Availability Data System (GADS) data and other applications data into testimony.
- Respond to discovery requests and Commission audits.
- Spearhead the discovery response process by evaluating questions/audit requests.
- Assemble responses based on applicable data.
- Coordinate internal review and incorporate comments in the final work product.
- Enter the final responses in the system of record for filing by the requested deadline.
- Conduct witness preparation in contemplation of public hearing.
- Prepare witness materials in preparation for hearings.
- Review applicable documentation.
- Coordinate, review, and/or prepare annual compliance filings.
- Understand the requirements for the filing.
- Collaborate with operating company subject matter experts to collect the necessary information and meet the commissions required filing timelines.
- Bachelor's degree from an accredited college or university AND 2 years relevant field, operations or analytical experience OR Associate's degree from an accredited college or university AND 6 years relevant field, operations or analytical experience OR High School diploma or GED AND 8 years relevant field, operations or analytical experience.
- Proficiency with spreadsheets is required.
- Proficient oral and written communication skills, including the ability to articulate strategy and provide guidance to management and witnesses on case, are required.
- Must possess analytical problem-solving skills.
- Required to work mandatory on-call requirements over weekends, holidays, vacations, etc. as necessary to meet regulatory requirements, including filing dates required by the Company or as imposed by an applicable regulatory Commission.
- Occasional travel will be required, such as: to attend or testify at hearings, to support witnesses at hearings, to participate in Commission Staff and/or stakeholder meetings/events, to advocate the Company's position in various federal, regional, or state venues, to attend training, etc.
