Job Summary

The U.S. Department of Health & Human Services is seeking a highly qualified individual to fill the position of Supervisory Nurse Practitioner - Behavioral Health. This role will serve as the Chief Executive Officer for the Drug Dependency Unit, responsible for overseeing the delivery of residential treatment services to patients affected by substance abuse and co-occurring psychological and mental conditions.

Key Responsibilities
  • Develop and implement a comprehensive mental health/substance abuse services program to measure, assess, and improve the quality of care delivered to patients.
  • Provide fiscal management, including budget development, cost projection, and expense monitoring.
  • Oversee personnel management activities, including position management, recruitment, employee relations, and staff meetings and conferences.
  • Ensure the Drug Dependency Unit operates within the standards of accreditation bodies.
Requirements
  • Selectee may be subject to a probationary period.
  • A one-year supervisory/managerial probationary period may be required upon selection/placement.
  • U.S. Citizenship is required.
  • Selective Service Registration is required for males born after 12/31/1959.
  • This is a designated position covered by Public Law, requiring contact or control over Indian children.
  • Measles and Rubella immunization required for selectees born after 1957 and seasonal influenza immunization is required for all staff working in Indian Health Service health care facilities.
  • COVID-19 vaccination is required for all selectees prior to entrance on duty.
  • The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements.
  • On-call hours or standby duty may be required.
  • Successfully pass the E-Verify employment verification check.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education to perform the duties of the specific position for which you are applying.

You will receive credit for all qualifying experience, including volunteer and part-time experience.

BASIC REQUIREMENT(S):

General Schedule Qualification Standards:

Advanced Practice Nurse Positions: For Advanced Practice Nurse (APN) positions, applicants must possess a graduate or higher level degree in nursing from an accredited educational program in the area of expertise or specialty indicated by the position.

Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination (NCLEX) and possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Additional License Requirements for Advanced Practice Nurse Positions: Applicants for Advanced Practice Nurse positions must be licensed or registered by a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States in the clinical specialty required by the position.

MINIMUM QUALIFICATIONS:

GS-13: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:

Directly responsible for the oversight of behavioral health services; develops policies and procedures; establishes behavioral health standards of care; provides administrative supervision for behavioral health staff to ensure compliance with regulatory requirements; provides behavioral health and substance abuse care and consultation services to patients.

Time In Grade (Merit Promotion Candidates Only): Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
