Position Overview:
As an Analyst of Operations Research, you will play a crucial role in enhancing operational efficiency within the Department of the Navy. Your primary responsibilities will include analyzing data from various systems to pinpoint critical issues through comprehensive trend evaluations.
Key Responsibilities:
1. Extract and analyze data from manpower, financial, and training systems to identify operational concerns.
2. Educate team members on integrated testing methodologies and techniques.
3. Develop and implement metrics to highlight problem areas and trends that can lead to improved program operations.
4. Provide explanations of earned value management (EVM) and schedule analysis to senior leadership.
5. Investigate and resolve EVM and scheduling discrepancies through detailed research.
Employment Conditions:
To qualify for this position, candidates must be U.S. citizens and meet federal employment suitability standards. Participation in the direct deposit pay program is mandatory. New hires will be required to successfully complete the E-Verify employment verification process.
Qualifications:
Applicants must possess at least one year of specialized experience equivalent to the DP-04 (GS-12/13) grade level in federal service or comparable experience in the private sector. This experience should include:
- Conducting thorough analyses of scheduling and EVM data, particularly related to Aircraft Launch and Recovery systems.
- Training junior analysts in NAVAIR EVM practices and MS Project.
- Utilizing knowledge of NAVAIR policies to address scheduling, cost, and technical performance challenges.
- Participating in evaluations of contract performance data.
- Delivering presentations to management regarding EVM and scheduling issues.
- Acting as a subject matter expert in high-level discussions regarding scheduling and EVM inquiries.
Educational Requirements:
Candidates must hold a degree in operations research or have completed at least 24 semester hours in relevant subjects, including mathematics and statistics, with a minimum of 3 hours in calculus.
