Department Overview

The Electric Asset & Regulatory department is tasked with overseeing the quality of the electric system, engineering, planning, asset quality strategy, and risk management across various asset families, including transmission, distribution, and substations. This centralized approach, informed by risk, enables PG&E to effectively manage electric risks, asset health, interconnections, and performance by employing consistent standards, methodologies, prioritization, and program sponsorship, while utilizing insights from inspections and asset data to guide asset management decisions.

Position Summary

The role of the Expert Business System Specialist is pivotal in ensuring that departmental initiatives and programs achieve their objectives within the designated timelines and budgets by enhancing employee engagement and utilization. Key responsibilities include ensuring public safety and compliance through Quality Management Training & Project (QMTP), Risk Management, Governance, Quality Planning, Quality Management System (QMS), Continuous Improvement, Change Management, Problem Solving, Auditing, and Training & Development. This position leverages PG&E's Lean Playbook, change management processes, quality engineering principles, and ISO 55001/9001 standards to lead and collaborate on the human aspects of change, which encompasses managing the Change Management Program for the organization, including but not limited to PMO, standards, procedures, and preparing and equipping personnel to embrace changes in data, processes, and technology.

This position operates in a hybrid model, with responsibilities fulfilled from a remote office and on-site as business needs dictate. The designated work location will be within the PG&E Service Territory.

Compensation

PG&E provides a salary range that reflects the company's good faith belief regarding potential compensation for this position at the time of posting. This range is specific to the job's locality. Actual salary will be determined based on various factors, including specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. While it is anticipated that the successful candidate will be positioned towards the midpoint or entry point of the range, final decisions will be made on a case-by-case basis.

Salary Range:

Bay Area Minimum: $118,000

Bay Area Midpoint: $153,000

Bay Area Maximum: $188,000

Key Responsibilities

  • Develop and maintain comprehensive change management policies and procedural documentation, including frameworks, playbooks, and templates.
  • Formulate and identify change management strategies, policies, and plans for the entire value stream and stakeholders to ensure smooth adaptation and risk mitigation for planned and upcoming changes initiated by the department or external entities.
  • Oversee all facets of change management, including facilitating change meetings, conducting assessments, and planning for risk mitigation.
  • Manage change management operations, including reporting on projects, maintaining a repository of lessons learned, facilitating change review sessions, and generating weekly communications regarding changes.
  • Act as a liaison among various stakeholders in collaboration with the Business Process Lead, Product Owner, and/or Project Manager.
  • Provide reports on change management KPIs and metrics as required.
  • Support and engage in all tasks related to QMTP business processes as necessary.
  • Contribute significantly to teams that define, review, and approve requirements for business solutions.
  • Analyze and document business requirements for complex projects.
  • Examine end-to-end complex business processes and coordinate with Lines of Business (LOB) in compliance with ISO 55001/9001 standards.
  • Anticipate concerns and questions, providing proactive, timely, and professional communications or delegating as appropriate.
  • Assist in the development of business cases.
  • Identify, propose, and influence solutions to intricate quality challenges.
  • Guide and lead Advanced Parts Quality Planning (APQP) deployment for quality planning and project management to ensure successful outcomes.
  • Utilize various quality tools and SPC tools to analyze complex issues and implement effective solutions.
  • Perform other duties and responsibilities as assigned.

Qualifications

Minimum Requirements:

  • Bachelor's degree in engineering, science, or a related field, or equivalent experience.
  • Proven experience in change management, including leading and delivering change initiatives on projects.
  • Strong project management skills, including risk management and mitigation planning.
  • A minimum of 7 years of job-related experience.

Desired Qualifications:

  • Graduate degree or equivalent experience.
  • Certification in PMP and/or Change Management.
  • Experience with quality management systems in the utility industry.
  • Certification as a Lead Auditor/Internal Auditor for ISO 9001/ISO 55001.
  • Experience with enterprise-level Lean deployment.
  • Background in Operational Quality Management, Engineering, and Data Science.
  • Experience in Lean deployment and Quality Management System implementation.
  • Experience in fast-paced operational environments or business process improvement.
  • Certification in Change Management.
  • Ability to foster buy-in and collaboration for change management implementation among various stakeholders.
  • Experience in Advanced Product Quality Planning (APQP).
