Job Title: Deputy Clerk of Water Board

Gloversville Water Department is seeking a highly skilled and detail-oriented individual to fill the role of Deputy Clerk of Water Board. This position is responsible for assisting the Clerk of Water Board in the coordination and maintenance of various financial functions of the Water Department.

Key Responsibilities:
  • Assist the Clerk of Water Board in maintaining grant processes, payments, and records in accordance with State and Federal guidelines.
  • Maintain Capital Project records, including preparing and processing purchase orders and payments.
  • Manage the Water Smart program, including customer service with online portal accounts.
  • Monitor program for substantial water loss and notify the Water Superintendent and customers.
  • Maintain lead service inventory according to NYS requirements.
  • Assist the Clerk of Water Board with billing and bank reconciliation.
  • Enter and verify meter readings and rates for accuracy and prepare bills for mailing.
  • Prepare correspondence to customers, such as leak letters, frozen meters, returned checks, etc.
  • Create and update customer account information.
  • Manage payment agreements, including determining eligibility, creating and mailing agreements, and contacting customers who are in default.
  • Maintain a record of non-payment to dispatch door tagging/water service shut off and notify Code Enforcement of service shut offs to be posted.
  • Verify daily deposit slips and cashout sheets and reconcile monthly bank statements.
  • Prepare and distribute newsletters, petitions, agendas, meeting minutes, etc. for Water Board meetings.
  • Transcribe board meeting minutes and prepare updates for the newspaper, website, and social media.
  • Maintain a variety of records and create reports, including audits for the Water Superintendent, Water Board, and State agencies.
Requirements:
  • Graduation from high school, possession of a high school equivalency diploma, or a high school individual education plan diploma.
  • Either a Bachelor's Degree in accounting, business administration, or a closely related field, or an Associate's Degree in accounting, business administration, or a closely related field with two years of experience maintaining financial accounts and records, or four years of experience maintaining financial accounts and records, or an equivalent combination of training and experience.
Working Conditions:

The work is performed under the supervision of the Clerk of Water Board. Supervision may be exercised over subordinate staff as needed.
