Job Title: Electrical Design Engineer

We are seeking a highly skilled and experienced Electrical Design Engineer to join our team at Camp Lemonnier, Djibouti.

Job Summary:

The Electrical Design Engineer will be responsible for supporting the post-award projects under the Planning, Design, and Construction Branch of the Facilities and Engineering and Acquisition Division (FEAD).

The successful candidate will oversee the design-build and design-bid-build electrical projects of varying complexity, up to and including the construction of a 27 MW electrical power plant, diesel generators, fuel farm, storage tanks, and additional support facilities.

Key Responsibilities:
  • Apply seasoned professional electrical engineering and construction knowledge to ensure contract quality standards are met.
  • Implement and enforce all applicable electrical engineering codes, including but not limited to National Electric Code (NEC), National Electrical Safety Code (NESC), Unified Facilities Criteria (UFCs), Facilities Criteria (FCs), Unified Facilities Guide Specifications (UFGSs), and the Whole Building Design Guide (WBDG).
  • Conduct regular visits to project sites to review construction work is in compliance with the contract requirements, including the design, quality, Unified Facilities Criteria, and safety requirements.
  • Attend meetings, including but not limited to post-award kickoff meetings, weekly QC/Owners Meetings, Partnering Meetings, 3 Phases of Quality Control, and construction conferences.
  • Support the review/approval of government-approved technical and administrative submittals, including but not limited to material, equipment, contractor's baseline and monthly schedule updates, test plans/reports, performance verification tests of major systems, etc.
Requirements:
  • Must hold a Professional Engineer (PE) license in Electrical Engineering issued by a U.S. state, commonwealth, territory, or the District of Columbia.
  • Must be a U.S. Passport holder.
  • Bachelor's or master's degree in civil engineering with emphasis in structural engineering from an ABET-accredited program.
  • At least 10 years' experience as a practicing, licensed Electrical Engineer working as a designer on Department of Defense or similar government agency construction projects.
  • Must be National Electric Safety Code (NESC) certified.
  • Experience, ability, and understanding of construction methods, principles, and practices applicable to multidiscipline/trade projects as well as vertical and horizontal construction projects, technical engineering drawings and specifications, written statements of work, complex and diverse engineering designs, and changes to the contract documents.
  • Professional experience and understanding of safety and occupational health principles, practices, procedures, laws, and regulations as they relate to construction performance requirements and as outlined in the EM and 29 CFR.
  • Proficient in Microsoft Office software, Adobe Acrobat, and AutoCad.
  • Ability to perform strenuous activity while working outdoors, working on active construction sites, climbing, and using fall protection equipment will be required on this contract.
