Key Responsibilities:

  1. Steer the organization in adhering to the financial reporting standards established by the Board of Directors.
  2. Formulate and implement strategies to secure funding, including grants, loans, and fundraising initiatives.
  3. Effectively communicate the financial health of the organization to both internal and external stakeholders.
  4. Foster and maintain robust relationships with staff, management, vendors, auditors, and other relevant parties.
  5. Oversee the recruitment, retention, and development of finance personnel in accordance with Board policies and legal standards.
  6. Present the annual financial plan for approval to the CEO and Board of Directors.
  7. Manage the organization’s financial activities within legal boundaries and budgetary constraints, promptly reporting any financial concerns to the CEO.
  8. Collaborate with the CEO, COO, and CIO to enhance operational and financial effectiveness.
  9. Ensure compliance with all applicable federal, state, and local regulations, as well as requirements from funding sources and grantors.
  10. Develop and refine accounting and operational policies and procedures to ensure the efficiency and compliance of finance and billing departments.
  11. Supervise initiatives to optimize third-party reimbursements, including financial agreements and incentive payments.
  12. Oversee payroll operations.
  13. Ensure timely collections and precise financial reporting of accounts receivable.
  14. Manage billing department functions.
  15. Oversee the annual independent audit process, including financial audits and IRS Form 990 preparation.
  16. Act as the fiduciary agent to ensure the 401K plan is managed in accordance with all relevant laws.
  17. Participate in Audit Committee and Board of Directors meetings.
  18. Ensure adherence to procurement policies and maintain appropriate purchasing documentation.
  19. Implement a robust system of internal controls to enhance reporting accuracy and minimize financial risks.
  20. Prepare and review the financial components of all grant applications.
  21. Monitor financial trends and prepare forecasts, communicating any unexpected outcomes to the executive management team.
  22. Conduct financial analyses for new initiatives, service expansions, vendor contracts, and grant proposals.
  23. Contribute as a vital member of the executive management team towards achieving organizational objectives.
  24. Oversee compliance related to internal pharmacy and 340B contract pharmacy operations.
  25. Prepare or supervise the completion of FQHC Medicare cost reports.

Essential Qualifications:

  1. Bachelor's Degree in Finance or Accounting; MBA or CPA is preferred.
  2. A minimum of seven (7) years of experience in a Controller or CFO role.
  3. Board certification is highly desirable.
  4. Ability to exercise discretion and independent judgment.
  5. Strong skills in project management, organization, communication, analysis, and customer service.
