Utility Storm Response Evaluator

TechServ Engineering & Consulting is actively looking for skilled damage assessors to engage in response efforts during significant weather occurrences and federal emergencies impacting our utility partners across the United States and Puerto Rico. The role of Damage Assessor is primarily seasonal and/or temporary, with personnel called upon throughout the year to evaluate storm impacts that may last from a single day to several weeks, often necessitating travel. Damage Assessors are tasked with surveying electric transmission and distribution systems and are responsible for relaying precise information back to our utility partners.
KEY RESPONSIBILITIES
The responsibilities outlined below represent a general overview of essential functions performed consistently during storm restoration operations. Additional duties may be assigned as necessary.
Damage Assessor roles are seasonal/temporary and compensated based on work performed, without benefits, vacation, or holiday pay.
- Prioritize safety by making informed decisions and conducting thorough assessments of the environment to identify potential hazards.
- Work extended hours over consecutive days and/or nights as required.
- Patrol long distances across electric transmission and distribution easements, safely navigating challenging terrain and conditions resulting from disaster events.
- Follow circuit maps and comprehend symbols for various electric utility equipment.
- Identify and report all visible damage to electric utility facilities within an assigned area.
- Collect, evaluate, and report accurate information in the format specified by the client or host company.
- Recognize vegetation management needs and debris removal requirements.
- Determine and communicate the types of utility crews necessary for restoration tasks.
- Provide timely and clear communication to facilitate efficient restoration efforts.
- Conduct post-storm inspections to verify repairs and adherence to construction standards.
- Applicants must complete TechServ's Storm Services Damage Assessor training and pass a competency assessment to demonstrate proficiency in job requirements.
- This position requires travel, often necessitating extended periods away from home with little notice.
- Knowledge of applicable electric utility safety regulations is essential.
- Ability to identify various electrical delivery facilities, including primary (high voltage) and secondary (low voltage) poles, wires, customer services, insulators, crossarms, transformers, fuses, reclosers, regulators, and other electrical distribution equipment.
- Understand the distinctions between electric utility and communication facilities.
- Familiarity with utility crew types and their capabilities for conducting repairs.
- Act in a professional and cautious manner to ensure personal and public safety.
- Possess a valid driver's license and successfully pass a Motor Vehicle Report (MVR) background check.
- A minimum of 2 years of experience in the electric utility sector or completion of TechServ's Storm Services Damage Assessor training, followed by a proficiency assessment.
- Possess a smartphone device with a data plan.
- Must be at least 21 years old to operate TechServ-provided rental vehicles.
- Availability to work according to the utility company's schedule is required.
- Commitment to work until storm response is completed or released by the utility.
- Must be physically fit for duty and capable of walking long distances daily.
- Preferred: CPR/First Aid Certification.
- Walking long distances may be necessary.
- Prolonged periods of sitting and standing are required.
- Occasional lifting, pulling, carrying, and pushing of items weighing up to 50 pounds.
- Ability to manage stressful situations calmly and courteously.
- Work under potentially stressful conditions to meet deadlines and utility requirements.
- When using a personal vehicle for driving, the following guidelines must be adhered to:
- For summer storm events: 4WD or AWD Truck or SUV is preferred.
- For winter storm events: 4WD or AWD Truck or SUV is required.
