Permanency Support Specialist Job Description

The Permanency Support Specialist will play a crucial role in ensuring the well-being and safety of children in foster care. This position will collaborate with the Adoption/KinGap department and the Permanency Support department to provide assistance with permanency-related processes, including discharge grants, ICPC, and permanency hearing reporting.

Key Responsibilities:

  • Assist with monthly reports and oversight for ICPC applications via NEICE, CCS21+ applications, permanency hearing reports, foster parent rate letters, discharge grants, adoption subsidies, and foster home recertification.
  • Serve as the LTS, adoption subsidy, and NEICE administrator.
  • Provide backup support for Putative Father Registry (PFR) and State Central Registry (SCR) processes.
  • Update ICPC tracking sheets, update cases in NEICE, and send supervision notes and corresponding documents to staff.
  • Review and email CCS21+ requests, initial and re-auth to ACS, and follow up on approvals.
  • Manage monthly reporting and data for ICPC cases, special/exceptional reporting, hearing reporting, and foster parent rate letters.
  • Process new discharge grant requests, send receipts to the internal finance department, and follow up with staff for receipt and invoices.
  • Assist with reviewing supporting adoption documentation for submission to Adoption/KinGap attorneys, track adoption process data, and work closely with adoption/KinGap specialists and casework staff.
  • Collaborate with casework and homefinding staff.
  • Attend required trainings, stay aware of significant changes in the field, and participate in outside trainings and workshops as needed for professional development.
  • Fulfill mandated reporter duties, supporting suspected instances of child abuse or maltreatment.
  • Communicate and work effectively with SCO foster care staff, including youth skills coaches, educational specialists, parent advocates, and medical and mental health staff.
  • Adhere to SCO personnel policies.
  • Perform other duties as assigned.

Requirements:

  • The position is based in Queens, with periodic attendance at meetings and trainings in NYC required.
  • Detailed knowledge of family assessment service planning, the child welfare process, NYC procedures, and the CONNECTIONS OCFS computer system.
  • Ability to manage multiple responsibilities, adhere to tight timeframes, and communicate with managers and staff.
  • Superior communication, writing, and interpersonal skills.
  • Proficiency in Microsoft Word, Excel, and Access, with familiarity with database software, including ASARA system.

Qualifications:

  • Bachelor's degree required, BSW or MSW preferred.
  • Approved background clearances and fingerprinting are required.
  • Excellent oral and written communication skills.
  • Proficiency in computer skills.
  • Bilingual abilities are strongly encouraged.
  • Valid NYS driver's license.
