Job Overview

The Chief Procurement Officer will lead and oversee procurement initiatives for Bowie State University, ensuring efficient and effective purchasing operations.

Key Responsibilities
  • Directs daily operations of Purchasing, Asset Management, Transportation, Warehouse, and Mail Services.
  • Contributes to the formulation and implementation of procurement policies and procedures.
  • Reviews and approves contracts, purchase requisitions, and orders, ensuring compliance with relevant laws and regulations.
  • Manages the preparation and analysis of procurement reports and documentation.
  • Supervises the internal operations of the Procurement Department, including training and development of staff.
  • Addresses complex inquiries from vendors and stakeholders, resolving issues through innovative procurement strategies.
  • Negotiates with vendors to secure favorable contract terms and conditions.
  • Acts as a liaison for Small and Minority Business Enterprises, promoting procurement opportunities.
  • Engages with key stakeholders to foster support for procurement initiatives.

Minimum Qualifications
  • Bachelor's degree in Business Administration or a related field; Master's degree preferred.
  • At least ten years of experience in procurement management, including sourcing and contract negotiation.
  • Familiarity with State Procurement regulations.

Knowledge, Skills, and Abilities
  • In-depth knowledge of procurement laws, regulations, and best practices.
  • Strong negotiation and presentation skills.
  • Ability to build relationships and manage teams effectively.
  • Commitment to diversity, equity, and inclusion in procurement practices.
  • Proficiency in Microsoft Office 365 and procurement-related technologies.
