SUMMARY:

Under the guidance of the Program Manager of Consultation Programs, the Bilingual Early Childhood Care Specialist will deliver training, support (technical assistance), and consultation to licensed family childcare homes and licensed childcare centers. The objective is to assist providers in significantly enhancing the quality and accessibility of infant and toddler care, while also providing equitable support and technical assistance to those engaged in ExceleRate Illinois or expressing interest. All tasks will be executed with minimal supervision and in accordance with organizational standards.

This role requires adherence to core workplace capabilities, including accountability, customer focus, continuous quality improvement (CQI), effective communication, competent personnel, and clear priorities. All work must align with organizational standards.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following. The organization reserves the right to modify these duties at any time.
  1. Establish time-limited working relationships with childcare practitioners (licensed childcare providers and family childcare homes) to assist in enhancing the quality of services for infants and toddlers through various activities. Provide equal support and technical assistance to identified providers involved in ExceleRate Illinois or those expressing interest.
    1. Deliver time-limited consultation, technical assistance, and training on infant and toddler development, brain science, positive discipline, environment design, transitions, routines, and parent/guardian communication and relationship-building.
    2. Be accessible in-person and via phone, email, and virtual platforms to providers.
    3. Offer consultation, technical assistance, and training to providers engaged in ExceleRate Illinois or those needing support at different stages of the process.
    4. Provide resources and information.
  2. Facilitate cohorts or Communities of Practice (CoP) to enable providers to qualify for Quality Improvement funds through IDHS, while also providing training, technical assistance, reflective practice, and consultation.
  3. Collaborate with providers and other specialists to jointly assess and identify the needs and concerns of infant and toddler programs.
  4. Partner with other Infant Toddler Care Specialists and specialists to develop a comprehensive array of infant and toddler training sessions, CQI cohorts, and Communities of Practice (CoP).
  5. Work in conjunction with other agency-wide programs, initiatives, meetings, and events.
  6. Maintain documentation of contract-related activities through data recording systems, ensuring timely submissions.
  7. Engage with broader community organizations and stakeholders, including IAFC's Community Partner agencies.
  8. Meet the IDHS credentialing requirements for the Infant Toddler position.
    1. Candidates must possess the Gateways to Opportunity ECE Level 5 and ITC Level 4 credentials.

  9. Fulfill IDHS requirements within the first year of employment:
    1. Participate in 'Program for Infant Toddler Caregiver' (PITC) trainings, achieving certification on all 4 PITC modules (at least 50% completion of certification process by the first anniversary of employment).
    2. Enroll in the ITN Trainer Registry (through INCCRRA).
    3. Complete all INCCRRA required trainings.
    4. Provide services to childcare providers in both spoken and written Spanish.
  10. Other functions may be assigned at the organization's discretion.
EDUCATION and/or EXPERIENCE:
  • A minimum of a Bachelor's Degree in Early Childhood Education, Child Development, or a related field OR
  • A Bachelor's Degree in a related field such as Child Psychology, Behavioral Sciences, Family Consumer Science, Social Work, Elementary Education, Child Welfare, Family Services, Psychology, Sociology, or Human Development, along with a minimum of 18 hours in Early Childhood coursework.
  • Three years of experience in a licensed childcare program, including roles such as Licensed Family Child Care provider, center-based administrator, center-based teacher, or Preschool For All teacher, with direct experience working with infants and toddlers.
  • Knowledge of infant and toddler development.
CERTIFICATES, LICENSES, REGISTRATIONS:
  • Candidates must hold the Gateways to Opportunity ECE Level 5 and ITC Level 4 credentials.
  • A valid driver's license is required.
OTHER SKILLS AND ABILITIES:
  • Exceptional communication and presentation skills in both English and Spanish.
  • Demonstrated understanding of adult learning principles and adaptability to change.
  • Access to reliable personal transportation with insurance, a valid driver's license, and the ability to travel locally with occasional statewide travel as needed.
