Job Summary

We are seeking a highly skilled Financial Operations Specialist to join our team at TulaRay. As a key member of our fiscal monitoring team, you will be responsible for conducting fiscal reviews of Area Agencies on Aging (AAAs) within the Central Region of Pennsylvania.

Key Responsibilities
  • Fiscal Review and Monitoring: Conduct remote and on-site fiscal reviews of AAAs to ensure compliance with applicable laws, directives, and standards.
  • Financial Policy and Procedure Evaluation: Appraise AAA fiscal policies and procedures to ensure their adequacy and evaluate internal controls to confirm compliance with federal standards and sound business practices.
  • Compliance and Reporting: Verify AAA compliance with Pennsylvania Department of Aging directives concerning budgeting and fiscal reporting practices, and develop monitoring objectives and create data collection tools.
  • Reporting and Communication: Write a summary report of actions taken and any noted corrective actions that need to be addressed, and communicate written findings to the AAA Director and executive team as well as the Project Manager.
  • Collaboration and Support: Assist as needed with the fiscal portion of the statewide Comprehensive Aging Performance Evaluation (CAPE) for compliance of the AAA network, and remain alert to indications of fraud, abuse, or deficiencies.
Requirements
  • Education and Experience: A bachelor's degree in finance, accounting, economics, or a related field, and prior experience as a financial auditor/examiner is preferred.
  • Travel and Work Schedule: Travel statewide, approximately 10% of business hours, with occasional overnight travel may be required. The work schedule is 37.5 hours per week, Monday through Friday.
