The Office of Budget Administration (OBA) is tasked with the planning, development, and coordination of the Agency's budget, as well as monitoring revenues, expenditures, and staffing across all programs. This role primarily focuses on social service and administrative programs that are directly operated and contracted by the Agency. The Administrative Other Than Personal Services (AOTPS) and Capital Budget units are responsible for the development, organization, and analysis of budgetary needs.

The Budget Analyst will provide technical support to various program areas within HRA.

The Office of Budget Administration (OBA) is seeking an Associate Staff Analyst to serve as a Budget Analyst in the AOTPS/Capital unit, overseeing budgets for various programs. The responsibilities include:

  1. Monitoring the development, organization, and analysis of the Expense Budget for assigned areas and advising OBA executive staff on related matters.
  2. Conducting extensive research on budgetary implications of changing conditions, including legislative changes and variations in service utilization.
  3. Analyzing and providing recommendations for new funding requests and cost reduction initiatives.
  4. Reviewing complex budgetary issues and reconciling data from the Financial Management System.
  5. Assisting programs in preparing budget requests and prioritizing program choices for expansion or realignment.
  6. Preparing regular expenditure reports and analyzing discrepancies between planned and actual expenses.
  7. Monitoring program spending to ensure compliance with approved budgets.
  8. Acting as a liaison between OBA and program areas, as well as OMB, to discuss budgetary and programmatic impacts.
  9. Engaging in other special projects as needed.

Hours/Schedule: 9:00 AM to 5:00 PM

Qualifications

1. A master's degree from an accredited college or university in economics, finance, accounting, business or public administration, or a closely related field, along with one year of satisfactory full-time professional experience in budget administration, accounting, economic or financial administration, or related areas; or

2. A baccalaureate degree from an accredited college or university and three years of satisfactory full-time professional experience in the areas described above.
