Job Title: Human Rights Officer
Job Summary:
The Texas Department of Aging & Disability Services is seeking a Human Rights Officer to promote and protect the legal and basic human rights of individuals with intellectual and developmental disabilities. The successful candidate will serve as the chairperson of the Human Rights Committee and coordinate the facility's Self-Advocacy Program.

Key Responsibilities:
• Investigate and resolve rights-related complaints and issues presented by individuals served and other interested parties.
• Evaluate facility practices to ensure the protection and promotion of individual rights.
• Provide training for staff, Human Rights Committee members, and individuals served as requested or required.
• Review trend analyses on resident protections and imposed restrictions of individual rights.
• Ensure Human Rights Committee review of all rights restrictions.
• Develop and evaluate administrative policies and procedures.
• Participate in center investigations and resolution of rights-related complaints/issues.
• Consult with Interdisciplinary Team members regarding rights-related center processes, policies, and education.
• Interact with residents, legal guardians, and/or family members.
• Provide monitoring and promote staff and resident awareness of potential rights violations.
• Ensure each restriction of an individual's rights adheres to due process and occurs solely based on the individual's needs and capabilities.
• Educate, encourage, and support all individuals to exercise their rights, including participation in self-advocacy, citizenship, voting, and community political activities.
• Perform other duties as assigned, including participation in incident management team meetings, assistance with guardianship services, and serving on various facility committees.

Requirements:
• Knowledge of local, state, and federal laws and regulations relevant to the program area.
• Ability to develop and evaluate administrative policies and procedures.
• Excellent organizational and time management skills.
• Demonstrated computer skills, including Word, Excel, and Outlook.
• Experience working with individuals with developmental disabilities.
• Ability to develop and provide training to staff, volunteers, and individuals served.

Working Conditions:
The Human Rights Officer works under minimal supervision with considerable latitude for the use of initiative and independent judgment. The position requires the ability to work a specific shift schedule, extended shifts, and/or overtime as needed. The Human Rights Officer may serve in an on-call status on a rotating schedule as required to meet operational needs of the facility.
