This position involves high-level professional engineering responsibilities of a supervisory nature, encompassing both office and fieldwork related to the planning, modeling, analysis, design, installation, investigation, maintenance, and development of traffic and transportation engineering initiatives.

The role requires the planning, assignment, coordination, and oversight of an engineering section's activities. It demands initiative and advanced technical knowledge, with accountability for making informed decisions on traffic and transportation engineering challenges. Tasks are assigned with broad objectives and are executed under the general supervision of a higher administrative or engineering authority. Work is assessed through written reports, project inspections, and evaluations of accomplishments. The position is primarily intellectual and varied, necessitating consistent discretion and judgment. Supervision is provided to a moderate-sized team of subordinate Engineers, Professional Engineers, Transportation Analysts, Transportation Engineers, Engineering Technicians, and other administrative or clerical staff.

Essential Functions

1. Plans, assigns, and oversees the traffic engineering section's operations within the Department of Resilience and Public Works.

2. Supervises the creation of detailed plans and specifications for public works transportation and traffic projects.

3. Conducts specialized transportation engineering studies and reports, including evaluations of parking, pedestrian and bike paths, intersections, high accident locations, and neighborhood traffic conditions.

4. Provides exceptional customer service regarding sensitive traffic issues and community concerns; reviews and investigates requests for traffic mitigation, signage, speed limit adjustments, and safety devices; coordinates traffic studies, analyzes results, and prepares reports and recommendations.

5. Manages and reviews contracts with external consultants for design and project development, ensuring compliance with engineering principles and departmental policies.

6. Supervises or engages in the development of innovative designs and engineering techniques to address challenges in public works transportation or traffic projects.

7. Approves and certifies plans, studies, and reports as necessary.

8. Assists in formulating project scopes and cost estimates for various initiatives.

9. Prepares and delivers presentations on transportation and traffic projects and programs.

10. Acts as project manager for significant public works traffic and transportation projects.

11. Oversees inspectors in monitoring traffic and transportation engineering work conducted by the City or contractors.

12. Reviews payment estimates, change orders, and final reports.

13. Aids in preparing the departmental budget.

14. Contributes to the preparation of recommendations, ordinances, and resolutions for transportation-related items.

15. Helps develop and implement relevant City and departmental policies and procedures regarding the supervision of subordinate personnel.

16. Performs other related duties as required.

Minimum Requirements

Must hold a Professional Engineer registration in the State of Florida and possess four (4) years of professional experience in traffic and/or highway transportation engineering, including two (2) years as a project manager for relevant projects. Registration as a Professional Engineer must be maintained throughout employment.

A valid driver's license from any state (equivalent to a State of Florida Class E) may be utilized upon application; however, a State of Florida Driver's License (Class E or higher) must be presented prior to appointment and maintained valid throughout employment.

Additional certification as a Professional Traffic Operations Engineer from the Transportation Professional Certification Board (TPCB) is highly desirable.
