The following job description outlines the primary responsibilities and expectations for this role. This position is accountable for overseeing the engineering and construction aspects of civil engineering initiatives.

Overview: This role involves the coordination and management of engineering tasks related to water distribution systems, stormwater management, sanitary sewer systems, and various other civil engineering projects. Experience in Public Works or Capital Improvement Projects is advantageous. Occasional travel may be necessary for site inspections and project management within the designated region.

Key Responsibilities:

  • Evaluate the Design-Build contractor's plans and specifications for compliance with RFP requirements, feasibility, and technical accuracy.
  • Coordinate the efforts of engineering consultants, review submissions, recommend modifications, and approve plans, specifications, and bidding documents. Negotiate change orders and review payment requests.
  • Prepare Statements of Qualifications (RFQs) for professional engineering, construction oversight, construction management, and materials testing services.
  • Review and assess SOQs, assisting in the selection process, scoping, and negotiation of professional services agreements.
  • Analyze and provide recommendations on construction contract bids, and participate in pre-bid, pre-construction, and construction meetings.
  • Monitor compliance with construction contracts and professional services agreements, ensuring adherence to terms and processing invoices for completed work.
  • Perform additional related duties as required or assigned.

Qualifications: To excel in this role, candidates must demonstrate the ability to fulfill each essential duty effectively. The following qualifications are necessary:

Education and Experience:

  • Licensed Professional Engineer (PE) in Florida.
  • Bachelor's Degree in Civil Engineering or a closely related field, with a minimum of four (4) years of relevant engineering experience, including at least two (2) years in civil engineering; or an equivalent combination of education and experience.
  • Extensive knowledge of civil engineering practices and procedures related to water, wastewater, stormwater, roadway and bridge design, or floodplain management.
  • Proficiency in managing multiple projects concurrently.

Work Environment: The characteristics of the work environment described here are typical for individuals performing the essential functions of this role. While executing the responsibilities of this position, employees may encounter wet and/or humid conditions, moving mechanical parts, outdoor weather conditions, and vibrations. Employees may occasionally be exposed to fumes or airborne particles. Physical requirements include the ability to lift between 10lbs to 50lbs, and to walk, stand, kneel, crouch, crawl, sit, climb, balance, or stoop as necessary.
