Job Summary

We are seeking a highly skilled Personnel Analyst to join our team at the City of New York. The successful candidate will be responsible for providing administrative support to the Department of Design and Construction, with a focus on personnel-related functions.

Key Responsibilities
  • Prepare agendas and attend meetings, reporting out on personnel actions and plans as needed.
  • Input salaries and updates into NYCAPS, ensuring timely completion of citywide and agency deadlines.
  • Create NYCAPS tickets for J status requests and other applicable actions.
  • Draft job offer letters and Agency release request/DP-72s.
  • Assist with the submission of the monthly OMB hiring plan and create employee transactions for various divisions.
  • Maintain vacancy control logs and facilitate employee pre-processing/background investigations.
  • Update management reports via data inputs for NYCAPS tickets, DP-72s, DP-s, temporary appointments, and promotional trends.
  • Recommend SOPs for HR/Personnel.
Requirements
  • A baccalaureate degree from an accredited college and two years of experience in community work or community-centered activities in an area related to the duties described above.
  • High school graduation or equivalent and six years of experience in community work or community-centered activities in an area related to the duties as described above.
  • Education and/or experience which is equivalent to "1" or "2" above, with at least one year of experience as described in "1" above.
Preferred Skills
  • Strong verbal and written communication, analytical skills, and excellent customer service.
  • Knowledge of NYC personnel policies and procedures and experience with PMS, PRISE, CHRMS, and NYCAPS.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
