Systems Division of the Controller's Office:

The Systems Division oversees the City and County of San Francisco's Enterprise Oracle and PeopleSoft Applications, including Oracle Interaction Hub, PeopleSoft Human Capital Management (HCM), PeopleSoft Financials and Supply Chain Management (FSCM), PeopleSoft Enterprise Learning Management (ELM), and Oracle Business Intelligence. These applications are collectively branded as the SF Employee Portal, SF People & Pay, SF Financials, SF Procurement, SF Learning, and SF Reports and Analytics systems. Together, they form a robust, integrated platform that delivers essential services to 55 City Departments, eliminating the need for numerous independent legacy systems. The division supports over 35,000 active City employees, 75,000 retirees, and 25,000 City vendors. The technology managed by the Systems Division ensures standardization, transparency, and efficiency in the City's critical business processes, with full user support to promote system adoption.

Overview: The Controller's Office successfully implemented 17 modules within the PeopleSoft Financials & Supply Chain Management (FSCM) system, which now serves as the central financial record and budgetary control system for the City and County of San Francisco. Additionally, Oracle Business Intelligence was introduced as the City's data analytics and reporting platform.

Role Summary:

The Systems Integration and Batch Operations Analyst will engage in various business systems analysis and production support activities. This role entails providing advanced operational and batch support for the ELM, HCM, and FSCM applications. Responsibilities include managing batch processing through PeopleSoft Process Scheduler, BMC Control-M scheduling systems, and GlobalScape secured transmission (sFTP) system.

Key Responsibilities:

  • Align business processes with the configuration, rules, workflow, and batch processing of the ELM, HCM, and FSCM applications.
  • Define and implement settings for application and scheduling system configurations.
  • Assess the feasibility of and develop requirements for systems, batch processes, and enhancements to existing or new systems, ensuring designs meet user needs.
  • Identify opportunities for process improvement through automation, reducing manual tasks and increasing productivity.
  • Facilitate seamless integration of new tools and systems.
  • Gather business requirements and perform fit/gap analysis on new and modified batch processes.
  • Assist in software installation and enhancement; program, test, debug, and install new or modified programs.
  • Consult on application analysis, troubleshoot system issues, and implement solutions.
  • Manage and escalate issues and risks throughout the software development lifecycle.
  • Conduct system analysis and programming activities for complex systems; document new and modified systems and programs; coordinate user training on new capabilities.
  • Collaborate with inter-departmental teams and external vendors to ascertain system needs and requirements.
  • Prepare service requests for system changes, assessing effort and cost, and prioritizing requests.
  • Provide technical production support for online and batch systems; assist with processing schedules and report generation.
  • Coordinate with external vendors and contractors to complete projects and service requests; define, assign, and evaluate their work.
  • Determine database structures, normalize data, and perform data conversions; design and generate routine and ad hoc reports based on user needs.
  • Establish security levels for systems to ensure data integrity; test database applications for functionality and effectiveness.
  • Research and evaluate software across multiple platforms; assist in developing evaluation criteria.
  • Define operating characteristics and requirements; develop or modify system/process designs; document detailed design specifications.
  • Maintain up-to-date functional and technical documentation.
  • Perform additional duties as assigned.

Qualifications

Education:

An associate degree in business administration, public administration, information systems, economics, finance, computer science, or a closely related field from an accredited institution, or its equivalent in terms of total course credits.

Experience:

A minimum of three years in the information systems field, encompassing system analysis, business process design, and the development and implementation of business application solutions or IT project management.

Desirable Qualifications:

  • Familiarity with job scheduling systems, such as BMC's Control-M.
  • Knowledge of PeopleSoft HCM and/or FSCM module functionality, fit/gap analysis, customization, and testing strategies.
  • Technical design and development experience with PeopleSoft Development Tools.
  • Professional experience as an IS Business Analyst in the Public Sector.
  • Understanding of Tier-1 ERP systems.
  • Advanced skills in PeopleSoft modules related to financial management in a large government or regulated environment.
  • Experience in developing reports and metrics to enhance production support activities.
  • Proven ability to prepare and maintain user training materials and conduct online training sessions.
