Compensation: $93,800.00 annually.

Under general oversight, this role involves leading engineering efforts for intricate mechanical and electrical systems, including HVAC (Heating-Ventilation-Air Conditioning), plumbing, fire protection systems, and significant improvement initiatives for PHA facilities and clients. The engineer will oversee maintenance and repair projects, assess existing systems, and formulate maintenance and replacement strategies.

Key Responsibilities:

  • Act as the lead engineer for diverse mechanical engineering design and maintenance projects, encompassing mechanical, HVAC, geo-thermal, solar water heating, electrical, plumbing, and piping systems.
  • Execute tasks within the defined scope of authority and training; responsibilities may vary based on job assignment.
  • Oversee the installation, repair, and upkeep of Building Automation Systems (BAS) and other mechanical and electrical systems at PHA facilities; evaluate work performed to ensure compliance with building and safety codes and industry standards.
  • Monitor the performance of all systems and address issues as they arise.
  • Delegate tasks and issue work orders to vendors for necessary installations and repairs.
  • Manage contracts related to the maintenance of all BAS and associated systems; identify repair needs, define work scope, track project budgets, and oversee contractor performance to ensure adherence to quality standards and contract specifications.
  • Review contract terms and conditions, and process invoices and payments.
  • Examine contracts, records, and databases; ensure the accuracy of information; compile data and prepare reports.
  • Respond to emergencies as required; investigate failures and recommend resolutions; coordinate contractors and PHA staff to address urgent issues.
  • Review and approve drawings and design calculations for new development projects.
  • Conduct surveys and inspections of PHA mechanical and electrical systems; develop maintenance and repair plans, including Capital Needs Evaluations.
  • Supervise maintenance work crews; plan preventive maintenance programs; assign tasks, order and stage materials and equipment, and review staff performance.
  • Provide technical support to department management and staff; assist in drafting Requests for Proposals (RFP), conducting site inspections, and performing acceptance reviews.
  • Stay informed about trends and innovations in mechanical engineering relevant to public housing.
  • Maintain strict confidentiality regarding work-related matters and PHA information; perform related duties as assigned.

Required Knowledge:

  • Understanding of federal, state, and local laws, regulations, and standards governing public housing safety.
  • Advanced knowledge of the operation of various building systems, including boiler plants, chiller plants, heat pump loops, cooling towers, air handling units with Variable Air Volume (VAV) systems, unitary control systems, and basic lighting systems.
  • Techniques for evaluating mechanical engineering systems and safety conditions.
  • Guidelines for mechanical engineering system quality control.
  • Principles and practices of government project, contract, and budget management.
  • Record keeping and technical reporting principles for engineering projects.
  • Standards for public housing record keeping and management.
  • Environmentally responsible and resource-efficient facilities management techniques.

Education and Experience:

A Bachelor's Degree in Mechanical or Civil Engineering, or a related field; AND five (5) or more years of experience in mechanical or civil engineering project management; OR an equivalent combination of education, training, and experience.

Licenses and Certifications:

A valid driver's license from the Commonwealth of Pennsylvania is required. Registration as a Professional Engineer with the Pennsylvania State Bureau of Professional and Occupational Affairs, or a Master's Degree, is preferred.

Physical Demands and Work Environment:

This position is performed in a standard office environment and at PHA facilities; may occasionally require bending, stooping, crawling, and navigating tight spaces; requires visual acuity to perform fine calibrations and differentiate between colored wires.
