Position Summary
The selected candidate will function as a Strategic Intelligence Specialist, focusing on overt collection initiatives and providing recommendations to enhance, coordinate, manage, and resolve conflicts in overt collection operations. Key responsibilities include:

  • Formulating and utilizing queries to generate collection metrics that support analytical outputs.
  • Maintaining awareness of the Department of Energy's collection landscape, enterprise capabilities, and limitations to effectively guide collection management strategies.
  • Gathering and preserving reporting, evaluation, and usage metrics to aid in the collection management mission.
  • Employing available intelligence tools for a qualitative assessment of platform and collection performance.
  • Regularly identifying trends, issues, and highlights in collection management.
  • Contributing to the creation of Collection Posture Statements, Source Panel Inputs, Capabilities Statements, Integrated Collection Strategies, and Collection Emphasis Messages.

Qualifications
Applicants must possess and maintain a TS/SCI clearance with polygraph and be eligible for a Q clearance. A minimum of seven (7) years of experience in supporting HUMINT activities is required. Candidates should have experience in developing collection strategies, authoring posture statements, supporting source validation, and analyzing Intelligence Information Reports (IIR). A solid understanding of existing methodologies and tools for assessing platform performance and effectiveness is essential.

Strong oral and written communication skills are necessary, along with organizational abilities and the capacity to articulate ideas logically leading to valid conclusions. A bachelor's degree from an accredited institution, preferably in a field related to geopolitical or national security studies, is required; additional years of experience may substitute for degree requirements. The expected experience levels are: BS 8-10 years, MS 6-8 years, PhD 3-5 years.
