Position Overview

This role encompasses comprehensive responsibilities within the accounting domain, including the management and oversight of Federal and City Accounts, budget formulation and evaluation, and the closing of fiscal month/year-end accounting records along with internal audit responsibilities.


Work Environment:
This position is exclusively on-site.

Salary Expectations:
Projected starting salary range: $69,771.68 annually, contingent upon qualifications.

Key Responsibilities


1. Lead and execute a variety of accounting functions, collaborating closely with the accounting manager or supervisor to strategize, organize, delegate, and oversee assigned accounting tasks.

2. Serve as a financial consultant to management, staff, and clients, offering general guidance and insights on financial matters.

3. Coordinate, scrutinize, and assess all budgets submitted by designated departments, assisting in the development of associated financial and business plans.

4. Provide technical support and financial oversight to sub-recipient organizations to ensure compliance with grant stipulations.

5. Conduct audits and analyses of accounting records and statements, including budget-to-actual comparisons and the assessment of account balances, while preparing financial forecasts.

6. Generate financial statements, reports, and accompanying notes on a monthly, quarterly, and annual basis, including the preparation of the comprehensive annual financial report (CAFR).

7. Supply financial data to State Auditors upon request.

8. Oversee the accounting and financial reporting of revenues, expenditures, and capital assets related to grant funds, including the billing and reimbursement request processes.

9. Recommend and assist in the creation of new accounting systems and methodologies.

10. Review internal controls and accounting practices related to purchasing, inventory, billing, payroll, and accounts receivable.

11. Reconcile the City’s credit card bank accounts and evaluate monthly banking activities.

12. Establish, update, and periodically report on cash forecasting.

13. Maintain logs of confidential funds, ensuring proper segregation and accountability.

14. Suggest modifications in accounting practices to align with City ordinances and legal mandates.

15. Develop and sustain Federal and City accounts.

16. Act as a team leader to supervise, assign, and evaluate the work of Accountant I and Account Clerk staff, providing feedback and guidance.

17. Train personnel in the accounting system and procedures, reviewing their outputs and offering additional support as necessary.

18. Provide technical assistance for non-grant funded activities, including report preparation and invoice processing.

19. Undertake special accounting projects and financial analyses as required.

20. Analyze requests for bond issues and expenditure approvals.

Required Qualifications
Minimum Education:
Bachelor's Degree in Accounting, Business Administration, Finance, or a closely related discipline.

Minimum Experience:

Two years of professional-level accounting experience, which has included the preparation of financial statements and reports, budget development and monitoring, oversight of grant expenditures and reimbursements, and experience with general ledger, cost, or fund accounting.

Equivalency: An equivalent combination of education and closely related experience in a similar environment may be considered.


License / Certifications:
None required.

Selection Process:
The selection process will consist of a rating of relevant education and experience (100%). It is crucial that your application reflects all pertinent education and experience. This information will be utilized to determine which candidates will advance in the selection process.

Only candidates who achieve a passing score (70%) on each step in the selection process will be placed on the eligible list.

The City reserves the right to limit the number of candidates in any phase of the selection process.

Drug And Alcohol Testing:

This position is represented by a collective bargaining agreement between the City and the Minneapolis Professional Employees Association (CPE).


Knowledge, Skills And Abilities:

1. Knowledge of public finance administration principles and contemporary accounting technology.

2. Extensive knowledge of Governmental, Cost, and General accounting standards, including those established by GASB, Federal and State agencies, and local laws.

3. Understanding of legal aspects related to professional accounting activities.

4. Proficient knowledge of the City's budgetary processes and existing finance policies.

5. Familiarity with City software systems such as PeopleSoft Financials (COMPASS), HRIS, GOGNOS, and Data Warehouse.

6. Ability to perform under pressure and meet deadlines.

7. Capability to analyze abstract data and present it in a coherent format.

8. Strong oral and written communication skills.
