Program Analyst

As a Program Analyst with the Federal Aviation Administration, you will play a critical role in ensuring the accuracy and compliance of aircraft records and systems. This position requires a detail-oriented individual with excellent analytical and communication skills to plan and accomplish assignments, collect and record data, and conduct research to identify problems and provide solutions.
Key Responsibilities
- Apply experience and detailed knowledge to plan and accomplish assignments
- Effectively collect and record data/information; conducts research; applies policies and procedures; identifies problems; and assists higher-level and lower-level professionals in day-to-day operations
- Demonstrates some independence in planning, organizing, and evaluating activities and resources associated with aircraft record maintenance, retention, and disposal
- Conducts detailed research for Management and Quality Control personnel and participates in unique projects as assigned by management
- Receives component records, verifies component time, analyzes the data contained on certification document from manufacturer, and against a technical computer database
- Manages records of time-controlled, life-limited aircraft components for Flight Program Operations and customers ensuring components are not over-flown
- Maintains, archives and purges aircraft record files IAW established guidelines set forth in the General Maintenance Manual (GMM) and FAA regulations
- Refers problems and work issues to a manager, project/program manager, team leader, or more experienced professional when guidelines are not available or applicable
- Conducts periodic audits, retrieving and comparing data runs from various databases against aircraft component records
- Verifies conformity of inspection reports, calculates, revises and tracks discrepancies receiving guidance from a manager or higher-level management to resolve any discrepancies
- Focal point for verifying mathematical calculation and maintenance entries on aircraft log sheets for flight hours, landings, and cycles on all Flight Program Operations aircraft
- Reconciled figures are verified, analyzed, and entered into database for component and maintenance tracking purposes
- Discrepancies are resolved in aircraft log books, noting corrective action required
- Verifies aircraft component tracking values, e.g., aircraft hours, months, landings, cycles or days
- Researches work maintenance documents, determining if a component was overhauled or repaired to determine the time-line for component tracking
- Determines how the component is to be tracked and verifies tracking in database for Flight Program Operations and customers
- Analyzes certification documents on removed components in database for accuracy
- Retrieves certification documentation for the component in order to continue time
- Contacts are primarily internal to the organization unit, major subdivision, or LOB/SO, but may have frequent contact with customers and other external parties on routine matters such as gathering information, explaining regulations, and discussing the customers' situations
- Communicates with a manager and other employees to share information, provide data and/or written analyses, and/or explain the statuses of assignments
Requirements
- US Citizenship is required
- Selective Service Registration is required for males born after 12/31/1959
- Must submit an SF50 (See Required Documents)
- Successful completion of a security investigation may be required
- One year probationary period may be required
- Occasional travel may be required
Qualifications
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-F (FG/GS-5-9) level. Specialized experience includes effective communication skills in a variety of situations to include one-on-one situations, as well as, group situations; researching and analyzing problems then making recommendations to managers, supervisors, or team leads based on that research and analysis.
