Housing Technician II

Regular Full-Time

Salary Range: $22.00 - $29.62 per Hour

A. Job Summary:

Assists with the day-to-day operations of the area assigned within the Housing Program, including work specifications, cost estimates, and inspections. Maintains client files, reporting, and scheduling projects. Manages apartment complexes for the agency, carrying out the program mission and the agency mission.

B. Key Responsibilities:

The following responsibilities are not an exhaustive list of tasks the employee may be expected to perform.

  1. Supports the agency's mission, goals, and values.

  2. Participates in strategic planning of the agency and programs, providing direction to the programs.

  3. Assists the Program Director in maintaining fiscal constraints within the budget.

  4. Identifies professional and organizational issues and trends, suggesting action and facilitating change, and participates in restructuring programs and services.

  5. Maintains confidentiality at all times for staff, clients, and the agency.

  6. Serves as a liaison between departments in the agency and with other agencies and programs to fulfill the agency's mission.

  7. Prepares various statistical and narrative reports to meet agency, government, and grant requirements.

  8. Attends meetings, workshops, and training sessions as approved by the Program Director.

  9. Participates on program-related committees as approved by the Program Director.

  10. Required to travel by ground or air to meetings, conferences, trainings, etc.

  11. Monitors the program inventory and secures necessary equipment and supplies.

  12. Continues professional growth through educational and training experiences in their field.

  13. Maintains client files within the assigned program and provides information to clients about various housing programs.

  14. Assists with required reports and audits.

  15. Inspects residential structures to determine improvements to be completed.

  16. Prepares plans, specifications, and cost estimates for work on residential structures and competitive bidding.

  17. Completes final inspection for compliance with workmanship standards, specifications, codes, property rehabilitation standards, and contract conditions.

  18. Assists contractors and owners with the interpretation of specifications, standards, codes, and contract conditions.

  19. Prepares and evaluates cost on work change orders when any change is required in the job specification and ensures that contractors comply with the change orders.

  20. Reviews plans and specifications with property owners and contractors.

  21. Provides technical assistance to owners on all phases of construction.

Apartment Management

  1. Manages Region I apartments according to HUD, HOME, and agency guidelines, including leasing units per tenant selection criteria, maintaining property and equipment, advertising, addressing tenant concerns, obtaining certifications, and assisting with the budget process.

  2. Conducts housing/apartment inspections as required by funding source for Region I.

  3. Oversees the HUD computerized Onesite software.

  4. Activates HUD's Secured site user information within 2 months of hire.

  5. Responsible for reporting requirements to HUD, HOME, NDHFA, AHDI, and auditors.

  6. Attends trainings, including Fair Housing, HOME, and HUD regulations, and general apartment trainings.

D. Position Qualifications (Knowledge, Skills, Abilities):

Required
  1. High School Diploma, GED, or equivalent.

  2. Two years of work experience in construction or housing inspection.

  3. Experience in residential construction, design, trades, building materials, building codes, and manufacturer's recommendations.

  4. Experience working with people from various socio-economic and educational backgrounds.

  5. Must possess a valid driver's license and an insurable driving record.

  6. Demonstrated ability to establish a positive rapport with staff, clients, other agencies, businesses, and the community.

  7. Demonstrated ability to effectively communicate in written and oral forms.

  8. Proficient with computers and software, including Windows, Internet, Microsoft Office software, and other office equipment.

  9. Knowledge of building materials and their limits, uses, and applications.

  10. Pre and Post Inspection techniques.
