About the Role:

This is an entry-level, hybrid professional position that reports to the Chief Bureau Counsel for Fiscal and Contracts. As a key member of the OGC team, you will be responsible for interpreting legislation, rules, regulations, judicial decisions, and opinions, including state and federal law, as well as environmental justice laws and policies.

Key Responsibilities:

Interpretation of legislation, rules, regulations, judicial decisions, and opinions, including but not limited to state and federal law, and environmental justice laws and policiesDrafting and analysis of legislation, regulations, and policies to assist the EC-SDC grant program in implementing or improving program-related operationsProviding legal advice on administrative law matters, including public notice and comment procedures for agency rule-makings, permit proceedings, and other processesProviding legal advice to support EC-SDC grant award decisions, contract negotiations, and compliance matters under state and federal law, when applicableDrafting and reviewing contracts to ensure compliance with public procurement and other applicable lawsWhen drafting legal documents, ensure clear communication of information and compliance with lawAdvocating at internal or external meetings on behalf of the agency to ensure consistent application of laws and represent agency interestsPrioritizing and managing assigned work and projects, as well as direct reports' work and projects, if applicableKnowledge of theory, principles, and practices of lawKnowledge of methods and ability to conduct legal research and technical report writingAbility to read and interpret legal documents and apply the law, rules, and regulations governing agency operationsKnowledge of procedures followed in courtroom and administrative proceedingsAbility to communicate effectively, both verbally and in writing, to clearly express thoughts and develop ideas in a logical mannerAbility to use a computer to conduct research, manage databases, and produce written documents
