Job Summary

As a key member of our team, you will be responsible for performing financial, strategic planning, and accounting work in the development, preparation, implementation, and execution of the City's operating and capital budget processes.

Key Responsibilities
  • Provide guidance and support to departments to develop and administer both strategic and operating finance and accounting plans.
  • Prepare periodic revenue analysis and projections on specific elements of the operating and capital budgets.
  • Coordinate, produce, and distribute budgetary instruction documents and assist in the development of improved methods and procedures for budget preparation, administration, control, and accounting.
  • Receive and analyze budget data submitted by City departments and agencies for completeness, accuracy, and conformance to established policies and procedures.
  • Complete personnel reconciliation and budgeting processes, including an analysis of all personnel and positions, and count for all operating departments.
  • Compile, analyze, upload, download, and run reports on budgetary data using a computer and varied and complex software packages.
  • Perform operational research, productivity analysis, and management studies, utilizing organizational performance measures and data reporting tools to identify trends, opportunities, or other patterns in the data.
  • Plan, coordinate, evaluate, and participate in assignments and special projects, including research of new programs and services, budget analysis and preparation, and feasibility analysis.
  • Prepare, review, and present relevant City Council agenda items for Council Meetings and Work Sessions to ensure policy and budget alignment.
  • Conduct risk analyses through interviews and observation to meet management objectives and to assess compliance with applicable policies, procedures, laws, and regulations.
Requirements
  • Bachelor's Degree in business, accounting, finance, public administration, or a closely related field.
  • One to three years of experience in accounting, auditing, or budget analysis, depending on the level of the position.
  • Knowledge of principles and procedures of general and governmental accounting, auditing, and financial reporting techniques.
  • Laws, rules, and regulations relevant to governmental budgeting.
  • Capital and operating expenditure budgets.
  • Office practices, procedures, and equipment.
  • Record keeping, report preparation, filing methods, and records.
  • General office policies and procedures; computers and general office equipment.
