Key Responsibilities:

  • Plan, coordinate, and execute compliance monitoring for all Tax Credit, HOME, and Housing Trust Fund properties, which includes tenant file assessments, rent and lease evaluations, and physical inspections of properties.
  • Collaborate with property owners and agents to ensure the timely submission and approval of necessary documentation.
  • Examine relevant federal regulations, statutes, and directives to ascertain compliance with program-specific requirements.
  • Prepare written reports detailing compliance levels.
  • Conduct follow-up monitoring as required.
  • Assist in the review and approval of Annual Occupancy Reports, Rent Increases, Certificates of Continued Compliance, and Utility Analysis submitted by property owners and agents at year-end.
  • Support the development and delivery of ongoing training and technical assistance to property owners and agents within the portfolio.
Additional Duties:
  • Accept and complete special projects as assigned.
  • Assist in identifying issues and recommending improvements in training, policy, and procedural areas relevant to departmental operations.
  • Provide backup support as necessary and directed by the Housing Compliance Manager.
  • Address tenant complaints and concerns to facilitate resolutions.
Other Responsibilities:
Additional duties may be assigned as needed.

Work Arrangement:
This position can be performed in a hybrid or remote capacity within the State of Idaho.

Qualifications:
  • A degree from an accredited four-year college or university in a related field is preferred.
  • A minimum of three years of experience in managing federal rental housing programs is preferred.
  • Experience in property management, regulatory compliance, accounting, or a combination of experience and education demonstrating the ability to perform all functions is required.
  • Strong knowledge of regulations, policies, and procedures governing various Affordable Housing Programs and Fair Housing programs, along with general administrative and business practices.
  • Experience with HUD and IRS housing assistance programs or similar regulatory environments is preferred.
  • Proficiency in spelling, punctuation, composition, and familiarity with office equipment, including ten-key calculators.
  • Ability to establish effective paper and electronic data filing systems.
  • Strong oral and written communication skills.
  • Capability to follow written and oral instructions, exercise tact in communications, work independently to schedule, organize, prioritize, and complete job responsibilities, and make informed decisions based on analysis of information and documentation.
  • Willingness to travel a minimum of 10 weeks per year for remote audits and training or conferences.
  • Ability to maintain effective working relationships with employees, clients, and customers.
