Job Summary

The U.S. Department of the Interior is seeking a highly skilled and experienced professional to serve as the Refuge Water Supply Program Specialist. This position plays a critical role in the management and administration of water resources projects, including the development and implementation of the Refuge Water Supply Program.

Key Responsibilities
  • Lead the implementation and planning of the Refuge Water Supply Program, including coordinating with federal, state, and local agencies, and stakeholders.
  • Develop and track work and activity plans, budgets, resources, and work accomplishments to ensure successful implementation of the program.
  • Review, analyze, and evaluate public comments and incorporate them into Refuge Water Supply Program projects.
  • Recommend the allocation of funds to convey refuge water supplies and review financial reports to ensure funds are being spent in accordance with annual work plans and Congressional appropriations.
  • Serve as Grants Officer Technical Representative (GOTR) and carry out grant administration responsibilities associated with the Refuge Water Supply Program.
  • Develop strategies and negotiate contract terms and conditions, including cost, payment methods, timing, delivery, schedules, monitoring, options, liability, etc.
  • Track and account conveyed water and develop and implement Region-wide water accounting and reporting procedures.
Requirements
  • Must be a U.S. Citizen or U.S. National.
  • Must be suitable for federal employment, determined by a background investigation.
  • Must submit a resume and supporting documentation.
  • Must meet any minimum education and/or experience requirements.
  • Must maintain a valid State Driver's License at all times.
Qualifications

To qualify for this position, applicants must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service, including experience in managing and administering water resources projects, reading and interpreting legal descriptions in contracts, drafting contracts and related administration correspondence, and negotiating agreements.

Applicants may also qualify by substituting education for experience at the GS-11 grade level only. A copy of college transcript(s) must be submitted to support claimed education.
