About the RoleWe are seeking a highly skilled IT Specialist (Security) to join our team at the Missile Defense Agency. As a key member of our organization, you will play a critical role in ensuring the confidentiality, integrity, and availability of our systems, networks, and data.
Key Responsibilities- Develop and implement information systems security programs, policies, procedures, and tools to ensure the security of our systems and data.
- Perform expert-level analysis of information systems, weapons systems, and command, control, communications, and intelligence systems to identify vulnerabilities and recommend mitigation strategies.
- Participate in Preliminary Design Reviews, Critical Reviews, and related technical forums to provide expert advice and counsel on information assurance practices, procedures, and technical solutions.
- Coordinate with the Intelligence Community to develop and communicate Information Assurance-related threat information to MDA staff elements developing the Ballistic Missile Defense System.
- Advise the Director and key staff on emerging Information Assurance technology and doctrine issues, leveraging expertise and resources from MDA program elements to plan, resource, and execute Information Assurance/Computer Network Defense (IA/CND) requirements for MDA networks and systems.
- Ensure IA Architecture, IA Requirements, IA Objectives, and supporting policies are at the BMDS level for entry into the MDA IA Program Plan, overseeing and leading projects to ensure implementation of IA controls, corrective action in response to IA Vulnerability Alerts (IAVAs), Communication Tasking orders (CTOs), security incidents, feedback from external assessment agencies in coordination with CIO, and personnel security.
- Provide INFOSEC and IA solution recommendations for integration and application of National, Federal, and Defense laws, guidance, and directives.
- Develop standard policy and guidance related to Certification and Accreditation of the BMDS, facilitating compliance with the rigorous current DoD accreditation/authorization process (e.g., DoDD, DoDD M and DoDD In addition, advance IA/CND as an enabling technology to facilitate MDA's implementation of the transformation planning guidance/strategy as well as achieve adherence to net-centric tenets through requirement's definition.
- Enhance support and compliance with net centric goals by ensuring consistent interpretation of common requirements, thereby lessening the chance that inadequate implementations by one organization/system will compromise the security of all members within the net-centric enterprise.
- Coordinate with all Capability Program Office (CPO) components and Warfighter to ensure schedule, cost, and performance requirements are integrated and synchronized to provide optimized IA/CND solutions for the CPO and report status through the Secure Wireless IP Telephony (SWIPT) and Information Technology Facility.
- Support the development of CPO Computer Network Defense core standards and requirements development, POM support, acquisition support, and IA/CND Test Planning support.
- Provide IA Acquisition support tailored to the needs of each Element PM, this support provides IA expertise tailored to all phases of the acquisition life-cycle: Pre-Proposal, Proposal generation, Proposal evaluation, Final negotiation, and Contract execution & validation.
- Products include IA language for Request for Proposal (RFP), Statement of Work (SOW), and review of contractors Work Breakdown Structure (WBS) and Basis of Estimates (BOE).
- Perform other duties as assigned.

- This is an Information Assurance Workforce/Cybersecurity position coded Level III in the Management Category (IAM). Must have at the time of permanent appointment or achieve within 6 months of Entry on Duty the appropriate baseline certification.
- Must be able to obtain/maintain a Top Secret/Sensitive Compartmented Investigation (TS/SCI) clearance.
- This position may be eligible for part-time, substantial or ad-hoc telework at the discretion of management.
You may qualify at the NH-04, if you fulfill the following qualifications:
- A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below:
- Experience preparing and reviewing Risk Management Framework (RMF) documentation and controls to make recommendations for improvements to DoD accreditation/authorization process documentation.
- Experience applying Cybersecurity principles, practices, methods, and techniques.
- Experience analyzing operations in order to provide timely, relevant situational awareness of potential threats, attacks, and network status by using one of the following: network monitoring, intrusion detection, response, or mitigation.
- In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210, series as listed below:
