Position Overview:

Director of Legal Services

Reporting directly to the General Manager, the Director of Legal Services is responsible for providing comprehensive legal guidance to the General Manager, Board of Directors, and organizational staff. This role requires a seasoned attorney with extensive experience across a spectrum of legal disciplines, including but not limited to governmental regulations, real estate law, contract law, litigation, procurement processes, records management, and employment law. The Director of Legal Services will have a direct reporting line to the General Manager/CEO.

Key Responsibilities:

  • Act as the primary legal advisor and strategic partner, offering support and consultation to the executive leadership team.
  • Oversee daily legal operations, encompassing governmental regulations, real estate transactions, contract negotiations, litigation management, procurement, records management, and employment law matters.
  • Manage all disputes and litigation in collaboration with the General Manager/CEO and coordinate with external legal counsel as necessary.
  • Facilitate the negotiation of all legal agreements in preparation for approval and signature by the General Manager or Board.
  • Maintain an up-to-date understanding of current and proposed state and federal legislation affecting the organization.
  • Participate in monthly Board of Directors meetings, providing parliamentary support in accordance with applicable open meetings laws.

Essential Skills:

  • Thorough knowledge of state and federal laws, as well as relevant regulatory agency guidelines.
  • Familiarity with TCEQ/EPA regulations and compliance requirements.
  • Expertise in contracts, negotiations, real estate, employment, and litigation law.
  • Understanding of local government law, including principles of governmental immunity and tort liability.
  • Proficient knowledge of the Texas Open Meetings Act and Public Information Act.

Qualifications:

  • Juris Doctor degree from an ABA-accredited law school.
  • A minimum of ten (10) years of diverse legal practice experience, including governmental regulations, real estate law, contract law, litigation, procurement, records management, and employment law.
  • Membership in the Texas State Bar or the ability to obtain membership within six (6) months of employment, with ongoing membership required for continued employment.

Compensation:

Salary range: $147K - $168K
