Reports to: Animal Control Manager

Position Summary: Responds to requests for assistance involving stray, deceased, or injured animals. Conducts investigations into animal-related complaints, including incidents of bites or scratches.

Key Responsibilities: The following duties are essential and may include, but are not limited to:

  • Handles calls and complaints regarding stray, injured, or deceased animals.
  • Captures animals in accordance with local regulations.
  • Issues citations for violations of animal control laws.
  • Investigates incidents involving animal bites or scratches.
  • Removes deceased animals from public areas.
  • Enforces applicable Federal, State, and local animal laws.
  • Performs humane euthanasia when necessary.
  • Maintains professional appearance and conduct.
  • Prevents the spread of diseases within the shelter.
  • Adheres to safety protocols.
  • Assists in the compassionate care and upkeep of shelter animals.
  • Keeps accurate daily logs of service calls, including details and outcomes.
  • Ensures cleanliness and maintenance of assigned vehicle.
  • Supports departmental functions through regular attendance.
  • Must possess a cell phone for work-related communication.
  • Promotes a positive relationship between the City of Odessa and the public through courteous interactions; maintains confidentiality regarding work-related matters; performs additional duties as assigned.

Minimum Qualifications:

Education, Training, and Experience: A high school diploma or GED is required. Preference for candidates with 3 to 6 months of experience in customer relations. Knowledge, Skills, and Abilities:

  • Ability to read, write, and follow both oral and written instructions.
  • Experience in handling and caring for various animal sizes.
  • Understanding of laws governing Animal Control Shelter operations and animal welfare.
  • Familiarity with current City and County animal ordinances.
  • Capability to maintain precise records.
  • Ability to interact tactfully and effectively with colleagues, supervisors, and the public.
  • Thorough knowledge of safety procedures.
  • Physical ability to lift large dogs and perform euthanasia as required by regulations.

Licensing and Certification: A valid Texas State Driver's License is required. Must obtain Euthanasia Certification from the Texas Department of Health within 120 days of hire. Basic Animal Control Certification must be achieved within one year of hire. A 70-pound lift test is part of the pre-employment process. Pre-Rabies vaccinations are mandatory upon hiring.

Working Conditions: While performing the duties of this position, the employee is regularly required to sit, use hands for operation, reach with arms, and communicate. The employee frequently stands, walks, and sits. Occasionally, the employee may need to stoop, kneel, crouch, or crawl. The employee must be able to lift and/or move up to 70 pounds. Employees work in environments that may include slippery surfaces and exposure to loud noises, odors, and dirt. Employees are routinely exposed to dangerous, injured, or aggressive animals, as well as hazardous materials and cleaning agents.

Special Requirements: Working hours for the Animal Control office may vary, including on-call responses. This role requires personal telephone service for communication with the office.
