This role involves the preparation and presentation of lump sum bids, proposals, unit costs, and quantities for a diverse array of projects and clientele.

Key Responsibilities
  • Engage with clients, procurement teams, subcontractors, vendors, and other stakeholders to discuss and formulate estimates while addressing any issues that arise.
  • Collaborate with Procurement and Operations to secure support and commitment regarding cost estimates.
  • Examine historical data to provide recommendations for enhancing cost estimating procedures, aiming to minimize discrepancies between estimated and actual costs.
  • Identify cost trends to aid management in cost reduction initiatives and process improvements.
  • Assist in analyzing completed projects to compare estimated costs with actual expenditures and identify reasons for any variances.
  • Ensure compliance with estimating methodologies to produce high-quality estimates.
  • Review DOR completion, assignments, estimating quantities, and project scope.
  • Evaluate small and disadvantaged business solicitations and assessments.
  • Assess subcontractor solicitations, quotes, RFP compliance, clarifications, exceptions, and evaluations.
  • Identify gaps and overlaps in the scope of work through document review.
  • Compile material and labor costs for client proposals related to construction projects.
  • Conduct solicitation and pre-qualification activities for small and disadvantaged businesses and subcontractors.
  • Analyze and incorporate specialty and standard equipment and material pricing into estimates.
  • Prepare and deliver bid packages to subcontractors.
  • Present estimating information and participate in pre-bid meetings.
  • Conduct labor and market studies for subcontractors and provide recommendations based on findings.
  • Develop project summary schedules.
  • Evaluate and condition subcontractor and supplier quotes, and formulate estimating strategies and plans.
  • Provide preliminary pricing for indirect and general conditions.
  • Assess fee, contingency, and escalation factors, making recommendations as necessary.
  • Review plans and specifications for potential risk issues and propose mitigation strategies.
  • Consult with legal counsel regarding commercial terms and conditions related to cost and risk items, presenting concerns to the lead estimator.
  • Ensure the accuracy and validity of estimate clarifications and assumptions.
  • Analyze and price value engineering proposals for submission.
  • Perform additional duties as assigned.
  • Adhere to all company policies and standards.
Qualifications
  • Bachelor's Degree in Engineering, Construction Management, or a related field, accompanied by a minimum of 3 years of direct project estimating experience.
  • Relevant experience may substitute for the degree requirement.
  • Proficient in Microsoft Office Suite.
  • Familiarity with software such as Quotesoft, Accubid, Oracle, and PowerBI is preferred.
  • Comprehensive knowledge of company procedures, estimating techniques, various construction disciplines, and cost control systems is essential.
  • Exceptional written and verbal communication skills, along with strong organizational abilities.
  • Strong analytical and problem-solving skills, with a keen attention to detail.
  • Capacity to manage large workloads and multitask in a dynamic environment.
  • Able to work independently or collaboratively, think creatively and analytically, and make prompt, sound decisions.
