Role Summary:
The Category Management Lead is accountable for the comprehensive category and procurement strategy, as well as the contract management program for designated categories within DC Water.
Key Responsibilities:
- Formulates and executes category strategies and objectives for assigned categories to meet departmental and organizational goals.
- Oversees the complete spectrum of sourcing and contracting activities for the department.
- Acts as the primary category authority for internal business stakeholders.
- Manages various sourcing and contracting initiatives alongside sourcing specialists, providing leadership and solutions to achieve optimal results.
- Designs and implements professional development and training programs for procurement personnel.
- Contributes to the formulation of the department's annual budget and assists in the overall budget submission process.
- Engages regularly with customers to discuss acquisition plans, enhance communication, and improve customer service.
- Maintains open communication with agencies within the D.C. Government and neighboring jurisdictions.
- Provides daily oversight and administration in the selection, assignment, supervision, promotion, discipline, and training of departmental staff.
- Assists in drafting and refining procurement regulations and manuals governing procurement, materials management, and compliance processes.
- Responsible for preparing reports for the Board and management, as well as monthly updates on project status.
- Serves as the primary coordinator between divisions and may assume the Director's responsibilities in their absence.
- Performs additional related duties and projects as assigned by the Director, Procurement.
Key Relationships: Collaborates with both internal and external stakeholders to ensure adherence to procurement policies and procedures, guaranteeing that equipment, supplies, and services are readily available to meet the Authority's demands.
Qualifications:
The qualifications listed below represent the knowledge, skills, and abilities necessary for an individual to perform each essential responsibility satisfactorily. Reasonable training will be provided.
Required Qualifications:
Experience: Minimum of three (3) years of supervisory experience. Education: Bachelor's Degree; a Master's in Business, Technical, or a related field from an accredited institution, along with seven (7) years of progressive experience in category management and strategic sourcing. Skills: Expertise in RFX processes, proposal evaluation, deal negotiation, and contract negotiation. Proven experience in managing multiple complex sourcing projects and achieving consistent cost savings. Strong project management capabilities and the ability to oversee multiple intricate projects. Demonstrated leadership experience and the ability to engage with executive levels. Experience in the private sector and consulting is preferred. Public sector procurement experience is not required. Ability to travel as necessary. Strong analytical, planning, interpersonal, and organizational skills. Proficient in computer software (MS Word, Excel, PPT, Project). Preferred Qualifications:
Experience: N/A Education: N/A Skills: Professional certification from the Institute for Supply Management (ISM), APICS, the National Institute of Government Purchasing (NIGP), or National Contracts Management Association (NCMA) is preferred, or the ability to obtain certification from any of these organizations within one (1) year of employment.
