GENERAL POSITION SUMMARY:
The Municipal Court Administrative Specialist is responsible for various administrative tasks associated with the city's municipal court system. This includes clerical, cashiering, collection, courtroom, and administrative support functions, all conducted in accordance with established policies and procedures based on relevant statutes, regulations, and local ordinances.
ESSENTIAL JOB FUNCTIONS:
- Organizes case files, complaints, warrants, pleadings, orders, and other court documents in a systematic manner and files them appropriately.
- Processes cash bonds, appeals bonds, and guilty pleas; manages bond refunds or redistributions; maintains accurate records of bond forfeitures.
- Provides essential information to the public, legal representatives, and judges, which may involve referencing calendars, indexes, case files, and trial or motion dockets; collects payments for fines.
- Reviews driving records using computer systems.
- Conducts docketing activities such as posting uniform traffic citations, returns for witness subpoenas, summons, executions, etc., to case action summaries.
- Prepares legal documents including warrants for arrest, failure to appear, summons, and subpoenas; assists in resolving outstanding warrants.
- Inputs a variety of legal information into computer systems, including court dockets, summons, subpoenas, notices, and other relevant reports.
- Assists judges during court sessions; provides guidance to attorneys regarding court rules and procedures; issues warrants and aids in preparing court dockets.
- Demonstrates regular and punctual attendance while effectively collaborating with colleagues and functioning well within a team environment.
- Undertakes additional duties as assigned or directed and exhibits a proactive approach.
Knowledge of:
- Federal, State, and local laws, codes, ordinances, regulations, and departmental policies relevant to the assigned area.
- Computer systems and applicable software; office practices, procedures, and equipment; filing systems.
- Principles and practices of public administration, operations, services, and activities of local government.
- Develop and utilize Excel spreadsheets and formulas effectively.
- Learn and apply court procedures and rules pertinent to the assigned area.
- Maintain accurate records; compile and prepare detailed reports.
- Handle sensitive and confidential matters with discretion and uphold confidentiality.
- Analyze issues, identify alternative solutions, project consequences of proposed actions, and implement recommendations in alignment with goals.
- Manage multiple tasks simultaneously while adapting to frequent interruptions.
- Communicate clearly and concisely in both oral and written forms.
- Exercise tact, initiative, prudence, and independent judgment within general policy, procedural, and legal frameworks.
- Prepare clear, accurate, and concise reports, correspondence, and other departmental materials.
- Establish and maintain positive and effective working relationships with individuals encountered during work.
- Adhere to departmental and city policies and procedures while operating with minimal supervision.
- Associate degree in Legal Studies or Business Administration.
- A combination of experience and training equivalent to significant experience in specialized court clerical work.
- A minimum of two (2) years of experience in a Municipal Court or criminal justice system.
- Possession of a valid Driver's License and acceptable driving record.
- Ability to be bonded.
- Completion of a minimum of twelve (12) hours of Court Clerk training within one (1) year of appointment to the position.
The work is primarily conducted in an office setting. The role requires the ability to sit, stand, walk, see, and communicate effectively with others for extended periods. Must be capable of managing multiple tasks or projects simultaneously, cope with numerous interruptions, and adjust to shifting priorities. Demonstrates sound judgment and the ability to handle confidential matters appropriately while exhibiting professionalism at all times.
