Overview

The Site Safety and Health Officer (SSHO) plays a crucial role in overseeing, implementing, and enforcing the Health and Safety Program in alignment with established safety protocols and company policies. The SSHO is required to fulfill the standards set forth in EM Section 1 and ensure compliance with 29 CFR regulations throughout the project lifecycle.

Key Responsibilities

  • Assume overall accountability for the safety program at the designated site.
  • Stay informed on all relevant safety regulations, including OSHA standards and USACE EM, ensuring adherence to 29 CFR.
  • Conduct thorough daily safety inspections, maintaining a detailed log that records the areas inspected, identified hazards, and corrective actions taken.
  • Facilitate safety meetings to discuss past incidents, plan for upcoming operations, and provide essential Safety and Occupational Health (SOH) training.
  • Lead investigations into accidents and near misses, ensuring proper documentation and reporting.
  • Maintain comprehensive meeting records, including attendees and discussion points.
  • Ensure the availability of OSHA's Form 300 for logging work-related injuries and illnesses.
  • Collect and manage certified EMR ratings for subcontractors, providing them to the Government upon request.
  • Maintain essential safety reference materials on-site.
  • Participate in pre-construction and periodic safety meetings.
  • Prepare and review site-specific Accident Prevention Plans (APP) and Activity Hazard Analyses (AHA) for compliance.
  • Implement a Safety and Occupational Health Deficiency Tracking System to monitor and resolve outstanding safety issues.
  • Ensure subcontractor adherence to safety protocols.
  • Compile a list of hazardous materials on-site along with their Safety Data Sheets (SDS).
  • Document high hazard activities weekly and prepare to discuss them in quality control meetings.
  • Provide safety orientation for all personnel on-site.
  • Address any imminent danger by halting work and securing the area until hazards are resolved.
  • Maintain a signature log for all AHAs and provide interpreters for non-English speaking employees.
  • Promote a culture of safety through ongoing training and awareness initiatives.
  • Conduct facility surveys to assess the effectiveness of safety programs and identify areas for improvement.
  • Assist management in developing strategies to mitigate safety risks and improve compliance.
  • Develop Job Hazard Analyses for workplace hazards.
  • Stay updated on safety regulations and standards, advising management on necessary changes.
  • Foster communication regarding safety performance metrics and project progress.
  • Analyze accident and injury data to identify trends and develop corrective action plans.
  • Support the achievement of project safety performance metrics.
  • Perform additional duties as assigned.

Qualifications

  • A minimum of five (5) years of experience in the facilities or construction industry.
  • Proven experience in managing safety programs or conducting hazard analyses.
  • Completion of the 30-hour OSHA Construction Safety Course.
  • Familiarity with USACE EM requirements and safety compliance.
  • Certification as a Construction Health & Safety Technician (CHST) is preferred.

Knowledge, Skills, and Abilities

  • In-depth knowledge of OSHA and EM standards.
  • Proficient in using standard office software and equipment.
  • Strong written and verbal communication skills.

Physical Demands: The role requires the ability to perform various physical activities, including walking, standing, and lifting up to 25 pounds.

Work Environment: The position involves working outdoors in varying weather conditions and may expose the individual to noise and hazardous materials.
