Key Responsibilities
  • Perform a variety of duties in various areas of financial and program management.
  • Conduct financial analysis, oversight, and review of financial requests from program offices, reporting, training, and data compilation in support of short- and long-range operational and strategic planning for the Office of the Librarian.
  • Utilize relevant automated systems and applications, including the Legislative Branch Financial Management System (LBFMS), Momentum, Legislative Branch Budget System (LCBS), and related service unit internal reporting systems, such as eManagement, to approve transactions, track and reconcile fund activity, and provide advice, collaboration, and recommendations in areas of financial and program management.
  • Provide oversight for service unit internal budget execution activities and administration.
  • Collaborate with the monitoring and tracking of expenditures to ensure all program requests for the service unit are executed and financial objectives and performance goals are met.
  • Extract budget, financial, and program data from agency financial systems and prepare a variety of reports, analyses, summaries, and other documentation using database reports and methods such as spreadsheets, charts, and graphs based on intended audience and purpose.
  • Provide expert guidance to the program area staff with the creation of internal budget requests, which will be used in the formulation and implementation of the service units' annual operating plan.
  • Interpret relevant Federal and Library regulations and policies for budget and financial management, providing authoritative advice on service unit internal budget planning and execution.

  • Skill in utilizing information technology systems to perform financial analysis and to present budget data.
