Experience Requirements: Candidates must possess a minimum of three (3) years of comprehensive project management experience. Experience within a Government contracting framework will be viewed favorably. Management of projects or contracts exceeding $30 million annually or oversight of a workforce of 200 or more will be regarded as advantageous.
Educational Qualifications: A Bachelor's Degree in one of the following fields is required: program management, business or public administration, technical management, information systems, engineering, finance/accounting, or related disciplines. Equivalent experience may be considered if it demonstrates increased responsibility and expertise. Meeting the educational criteria and holding a PMP certification is highly desirable. USCIS recognizes a Project Management Professional (PMP) certification from the Project Management Institute (PMI) as a substitute for educational qualifications.
Key Responsibilities: The Program Manager (PM) is expected to be a full-time employee of the prime contractor for this engagement. The PM must be available at the designated office location for in-person meetings with Government representatives within two consecutive business hours of notification. This role demands significant analytical skills to produce intricate statistical analyses, cost projections, and detailed analytical reports. The PM will be responsible for the following:
- Demonstrating exceptional interpersonal communication and organizational skills to effectively coordinate project activities with both contractor and Government representatives.
- Conducting thorough fact-finding for special projects and responding promptly to Government inquiries.
- Delivering oral presentations to USCIS management officials.
- Exhibiting excellent writing abilities to draft Standard Operating Procedures (SOPs) and their revisions.
- Proactively informing the Government of critical issues and taking corrective actions as necessary.
- Identifying and proposing innovative strategies to enhance quality, reduce costs, and address process inefficiencies.
