Position Overview: We are currently seeking a Financial Analyst to join our team. This role is essential for the evaluation, estimation, and pricing of government and commercial contracts. The selected candidate will engage in subcontractor pricing, detailed labor and material estimating, and the development of cost models. Responsibilities include analyzing Performance Work Statements (PWS) and Scopes of Work (SOW) to establish subcontracting requirements, soliciting bids, and assessing subcontractor proposals for inclusion in RFP submissions.
Key Responsibilities:
- Review and verify the accuracy of PWS/SOW from clients and local contract sites, formulating inquiries as necessary.
- Extract detailed asset information from solicitations to generate comprehensive labor estimates.
- Develop pricing and estimates in response to client RFPs, utilizing both internal and external data sources.
- Coordinate with vendors, track progress, and compile pricing data for submission to contract sites or Business Development.
- Identify and engage local and national vendors for subcontracted services.
- Analyze vendor operations to identify cost-affecting factors and recommend alternatives to optimize pricing.
- Foster and maintain productive relationships with vendors.
- Prepare workload estimates and pricing models based on project requirements.
- Conduct benchmarking analysis to support labor and material cost assessments.
- Review and analyze quotes from vendors for accuracy.
- Participate in meetings related to assigned projects.
- Focus on subcontracting opportunities with Small Businesses (SB).
- Generate reports, plans, and budgetary recommendations as needed.
- Perform additional duties as assigned.
Qualifications:
- A degree in Engineering, Finance, Economics, or Business is preferred, along with 1 to 4 years of relevant experience in facilities maintenance and cost estimating. Alternatively, 5 to 10 years of experience may substitute for a degree.
- Proficiency in Excel and strong communication skills are essential.
- Ability to work independently under tight deadlines while maintaining composure.
- Willingness to work extended hours as necessary to meet project deadlines.
- Experience in estimating within facilities operations or maintenance is advantageous.
- Familiarity with RS Means is a plus.
- Knowledge of facilities maintenance, repair, and construction principles is beneficial.
- Field experience in facilities maintenance or construction is an asset.
- Strong organizational skills and the ability to manage multiple projects effectively.
- Creative problem-solving skills in the RFP process.
- Effective oral and written communication abilities.
- Ability to interact tactfully and equitably with diverse individuals.
