Job Description

Job Summary:

The APA Los Angeles is seeking a highly skilled and experienced Transportation Planning Manager to join our team. As a key member of our organization, you will be responsible for overseeing and performing administrative, professional, and technical transportation planning work.

Key Responsibilities:

  • Develop and implement long-range transportation plans and policies in support of the City's General Plan and specific plans.
  • Oversee and conduct work to pursue grant fund opportunities for transportation improvements.
  • Manage the planning and administration of transportation studies and capital projects funded by local, regional, and federal transportation funds.
  • Coordinate with regional transportation agencies, including Metro, Caltrans, Metrolink, and other agencies.
  • Help manage high-level transit planning and programming for the City's transit programs.
  • Coordinate and perform complex professional local and regional transportation planning work, including reviewing proposed development plans, transportation impact studies, parking studies, and environmental impact reports.
  • Conduct, analyze, and oversee the preparation of special transportation and parking studies and make conclusions or recommendations.
  • Assist or coordinate Request for Proposal/Qualification (RFP/RFQ) processes and make recommendations on hiring consultants and contractors as needed.
  • Meet and work with professional and public groups, making presentations to boards, commissions, and the public.
  • Represent the City in transportation matters at various local and regional meetings.
  • Respond to employee and public inquiries regarding local and regional transportation planning matters.
  • Supervise, train, and evaluate employees, making effective recommendations regarding hiring, promotions, and transfers.

Requirements:

  • Knowledge of principles and practices of local and regional transportation planning, including state law, policies, practice, and theory regarding transportation planning.
  • Principles and practices of public administration, including sound personnel management and supervision.
  • Ability to conduct original research and technical analysis of transportation issues, apply transportation planning policy and theory to transportation problems, and communicate effectively, both orally and in writing.
  • Education: Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for acceptable job performance as determined by the City.
