Strategic Procurement Specialist

Leidos is seeking a Senior Buyer to support Asia Pacific Strategic Sourcing federal procurement missions in Hawaii. The successful candidate will be responsible for procurement of IT Hardware, maintenance and support, data, goods and services, and components.

Main Responsibilities:

• Negotiate favorable prices on higher complexity procurements, including terms, schedules, and other provisions of purchase orders and acquisition contracts.
• Ensure consistency with client requirements and procurement policies/procedures under supervisor guidance.
• Purchase order administration/file maintenance and closeout for all procurement related activities and supplier customer management.
• Create solicitations, support proposals, conduct price and cost analysis, and negotiate price/cost and price/cost-related terms and other subcontract provisions.
• Procure higher complexity and risk procurements involving complex supplier negotiations.
• Confer with suppliers and analyze suppliers' operations to determine factors affecting prices and determine the lowest cost consistent with quality, reliability, and ability to meet required schedules.
• Review proposals, select or recommend suppliers based on gathered information, and recommend improvements to procurement processes and procedures.
• Complete larger procurements independently and support peer reviews and mentoring of other Buyers.
• Basic Qualifications:
  • A minimum of a Bachelor degree coupled with 4-8 years of business experience; OR a Master degree with 2-6 years of experience; OR a HS Diploma coupled with 8+ years of business experience.
  • Prior experience buying tangible goods is required.
  • Experience with Microsoft Outlook, Word, and Excel.
  • Good oral and written communication skills.
  • Strong Customer Service mentality.
  • Ability to multi-task and strong organizational skills.
  • Familiarity with Federal Acquisition Regulations.

Preferred Qualifications:

• CostPoint experience preferred.
• Terms and Conditions negotiation experience preferred.
