Job Description

The General Clerk II will provide administrative support to executive or field staff with office management responsibilities, including Farm Bill administrative tasks.

Key Responsibilities
  • Assist with conservation program documentation, general administration, and office business functions.
  • Provide support with collecting and assembling cost data and processing payment application requests and programs.
  • Review a wide variety of invoices, vouchers, and other miscellaneous paperwork associated with NRCS Programs.
  • Compile all necessary supporting documents to substantiate payment requests and ensure compliance with provisions of long-term contracting.
  • Track producer requests for wetland compliance and highly erodible land assistance, maintaining wetland determination and highly erodible land case files.
  • Assist with accuracy reviews of documentation, compliance with regulations, and justification of vouchers, invoices, claims, statements, and other requests for payment of goods and services.
  • Process program payment information, prepare documents for signature, and forward completed documents to financial management staff for payment.
  • Establish and maintain contracting files and producer records, including receiving and assembling program applications and collecting producer eligibility information.
  • Compile contract documentation, including conservation plans, maps, photographs, resource data, and technical material.
  • Assist with driving Government vehicles to local shops for routine maintenance/service, tracking vehicle maintenance/service repairs needed and mileage logs.
  • Provide technical information to program applicants and participants, including specific program and land eligibility requirements.
  • Guide program applicants and participants on the completion of required conservation planning steps and provide basic explanations regarding practice statements of work and deliverable requirements for conservation program participation.
  • Assist with uploading documents and photos to conservation planning software and other Data Management Systems.
  • Contact cooperators to follow-up on the status of conservation plan progress and transfer landowners to the appropriate staff when there are concerns with acceptance of the agreed-upon conservation measures.
Requirements
  • Must possess and maintain a state-issued driver's license.
  • Must have excellent time management skills.
  • Must be well-organized to efficiently find needed information.
  • Must have previous experience in office management and/or administration.
  • Proficient in word processing and able to type 40 words per minute.
  • Knowledgeable and experienced in utilizing a variety of computer hardware and software applications, including Microsoft Windows, Outlook, Word, Excel, PowerPoint, Access, and Teams.
  • Knowledgeable and experienced in Adobe Acrobat Professional.
  • Must be able to utilize Microsoft Outlook for email and calendars and internet browsers such as Internet Explorer, Google Chrome, and Microsoft Edge.
  • Knowledgeable and experienced in operating small office machines, including calculators, fax machines, scanners, postage meters, and copy machines.
  • Knowledgeable and experienced in general office procedures, including preparing reports, spreadsheets, and filing.
  • Must be able to use proper grammar, spelling, and punctuation in all correspondence and proof others.
  • Can file at least 50 documents an hour, electronically and/or physically.
  • Must have the ability to learn and utilize agency-specific software and web-based applications.
  • Must have familiarity with certified mail and return-receipt mail procedures.
  • Must be capable of working independently.
  • Must possess basic and courteous telephone skills.
  • Must be able to multi-task by working on two or more different projects at the same time.
  • Must be able to shift focus when needed to provide immediate customer assistance.
  • Must be able to pass a background investigation.
  • Must read, write, speak, and understand English fluently.
