Department: Police Reports to: Crime Scene Supervisor

Overview: Under close supervision, the role involves a diverse range of responsibilities related to the collection, processing, tracking, handling, and safeguarding of crime scene evidence for the City of Odessa Police Department (OPD). This position requires adherence to state regulations and OPD protocols.

Key Responsibilities: The essential duties may include, but are not limited to:
  • Responding to crime scenes as instructed and assisting OPD officers in investigations by processing the scene for evidence; collecting and preserving evidence from crime and accident scenes to support criminal prosecutions; ensuring compliance with state laws and OPD quality standards; duties may vary based on assignment and training.
  • Collecting, preserving, logging, and securing evidence as directed by law enforcement personnel; documenting all evidence handling and property management; maintaining activity logs and generating reports as necessary.
  • Assisting in the identification of evidence at crime scenes and mapping the scene layout.
  • Documenting crime scenes through photography and videography as directed by OPD officers and other law enforcement agencies; responding to requests for visual documentation.
  • Receiving property and evidence from law enforcement; documenting the receipt of items; maintaining the chain of custody from intake to final disposition.
  • Collecting fingerprint evidence and entering data into the Automated Fingerprint Identification System (AFIS).
  • Creating case notes and narrative summaries; maintaining logs of services, cases, and information requests; seeking additional information from OPD sources to enhance case documentation.
  • Coordinating with other emergency services personnel, external organizations, and various law enforcement agencies.
  • Upholding the confidentiality of all records and information.
  • Supporting departmental operations through regular and punctual attendance.
  • Fostering a positive relationship between the City of Odessa and the public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintaining confidentiality regarding work-related matters and City information; performing additional duties as assigned.

Minimum Qualifications:

Education, Training, and Experience: A High School Diploma or GED is required; one year of computer experience is preferred. Successful completion of a background investigation and polygraph examination is mandatory.

Knowledge of:
  • Procedures for collecting, preserving, processing, and securing physical evidence.
  • Federal and state laws governing the entry, storage, and transfer of evidence and property.
  • Legal regulations regarding the management of property and evidence.
  • Principles and practices of documenting and photographing crime scenes.
  • Police communication protocols and dispatch procedures.
  • Record keeping and management of confidential records.
  • Geographical knowledge of the City and surrounding areas.
Skills in:
  • Organizing and packaging various items of evidence systematically for storage and retrieval.
  • Meticulously collecting, processing, and preserving crime scene evidence.
  • Following verbal and written instructions closely.
  • Utilizing a personal computer with standard and specialized software.
  • Effectively communicating both verbally and in writing.
Licensing and Certification Requirements: A valid Driver's License is required. Certification for access to the Automated Fingerprint Identification System (AFIS) from the Texas Department of Public Safety may be necessary; additional technical training and certifications may also be required for certain positions.

Employees work on slippery and uneven surfaces and may be exposed to loud noises, odors, and dirt. This position requires exposure to indoor and outdoor weather conditions and potential hazards while attending crime scenes. Specific vision abilities required by this job include close vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. The role may require being on-call 24 hours a day, seven days a week, including holidays.

Work is conducted in a standard office environment and at City facilities; it requires moderate physical effort and may expose employees to safety hazards and dangerous tools and equipment; safety precautions must be followed, including the use of safety equipment.
