Position Overview

Job Title: Regulatory Officer - Hemp and Kratom Products
Division: Regulatory and Environmental Affairs
Location: Beckley, WV
Reports To: Assistant Director, Regulatory Programs
FLSA Status: Non-Exempt

Job Summary: This role involves the inspection of retail, distribution, and manufacturing establishments that handle hemp and kratom products, ensuring compliance with state laws and departmental policies. Additional responsibilities may be assigned as needed by division leadership.

Key Responsibilities:
  • Conduct inspections of hemp and kratom products in retail settings across the state.
  • Perform occasional evaluations of distribution and manufacturing facilities.
  • Provide technical guidance to retailers, producers, and distributors.
  • Participate in departmental, state, and national meetings and training sessions.
  • Travel extensively throughout the state, with approximately 85% of time spent on the road, including potential overnight stays.
  • Work within a designated area but may be required to cover additional regions as directed.
  • Execute other duties as assigned.
Working Conditions: The position requires frequent physical activity, including bending, squatting, standing, sitting, climbing, kneeling, reaching, pushing/pulling, and walking for extended periods. The ability to lift and carry up to 50 pounds is necessary.

Required Skills and Qualifications:
  • Familiarity with relevant state laws and regulations governing the Department of Agriculture.
  • Ability to interpret and apply complex legal standards in various contexts.
  • Strong verbal and written communication skills.
  • Proficient in performing calculations.
  • Analytical skills to assess complex situations.
  • Effective organizational skills to manage work assignments.
  • Competence in maintaining accurate records.
  • Proficiency in computer applications.
  • Attention to detail to identify potential regulatory violations.
Minimum Qualifications:
Education: Bachelor’s degree in agriculture, cannabis studies, law enforcement, criminal justice, or a related field from an accredited institution.
Experience: A minimum of two years of full-time employment in cannabis-related fields or administrative compliance. Knowledge of cannabis is preferred but not mandatory.
Substitution: Two years of full-time employment in agricultural inspections and compliance may substitute for the required education.

Additional Requirements:
  • A valid driver's license is mandatory.
  • Successful completion of pre-employment drug screening.
  • Completion of a background investigation, including driving records.
  • Maintain a positive representation of the Commissioner and the Department of Agriculture.
